The following words, terms and phrases, when used in this article, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning:
ALCOHOLIC LIQUOR
Any spirituous, vinous, malt or fermented liquor, liquids or compounds, whether or not medicated, proprietary, patented, and by whatever name called, containing 1/2 of 1% or more of alcohol by volume, which are fit for use for beverage purposes.

A person who violates this article shall be subject to the following civil fines:
A. 
For the first violation, a fine of not more than $50.
B. 
For a second violation, a fine of not more than $150, or participation in substance abuse prevention services, or both.
C. 
For a third or subsequent violation, a fine of not more than $300, or participation in substance abuse prevention services, or both.
A person less than 21 years of age shall not purchase, consume, possess or have control over any alcoholic liquor within the Village unless such person is employed by a licensee under the state Liquor Control Act and possesses or has such alcoholic liquor under his or her control in the course of such employment.
