Submittal of a preliminary subdivision plan and discussion thereon with the Council shall be requisites to the submittal of a preliminary plat.
Application for approval of a preliminary plat shall be made by filing with the Village Manager the following items:
A. 
Five copies of the preliminary plat at a scale not to exceed 200 feet to one inch and which shall be in conformity with all requirements of § 285-8.
B. 
Such additional documents as are required by § 285-8.
C. 
A written letter of application for approval of the preliminary plat signed by the proprietor.
Within 30 days of submittal to the Village Manager of the items referred to in § 285-11, the Village Council shall meet to review such documents. The Village Manager shall notify the proprietor of the date of such meeting.
Following a review of the preliminary plat and other material submitted pursuant to this chapter, and negotiations with the proprietor on changes deemed advisable, and the kind and extent of improvements to be made by him or her, the Village Council shall, within 90 days after the preliminary plat has been filed, inform the proprietor by written notice that the preliminary plat is either tentatively approved or disapproved. If tentatively approved, the Village Manager shall note approval of the Council upon the copy of the preliminary plat to be returned to the proprietor, and, if disapproved, it shall express its reasons. If approval is conditional, it shall state the conditions of such approval. Failure to act by the Council within 90 days of filing with the Village Manager of the documents referred to in § 285-11 shall constitute tentative approval of the preliminary plat. However, the proprietor may waive this requirement and consent to an extension of such period. Approval at this stage shall confer upon the proprietor, for a period of one year from date, approval of lot sizes, lot orientation and street layout. Such preliminary approval may be extended if applied for by the proprietor and granted by the Council in writing.

After submission of copies to the authorities as required by Sections 112 through 119 of the Land Division Act (MCLA § 560.112 et seq.), and the obtaining of required approvals, the proprietor shall submit all approved copies to the Village Manager, together with a list of all such authorities to which copies were submitted, and the proprietor shall certify such submissions.
B. 
After submission of the documents required in Subsection A of this section, the Council shall, at its next regular meeting or within 20 days of such submission, meet and consider such preliminary plat for final approval. If all conditions laid down for such approval have been met, the Council shall give final approval to such preliminary plat. If such preliminary plat is rejected, the Council shall set forth the reasons for rejection. Notice in writing of approval or rejection shall be promptly given the proprietor by the Village Manager. The Village Manager shall also note all proceedings in the minutes of the meeting, which minutes shall be open for inspection. If the Council shall give final approval to the preliminary plat, prior to commencement of construction the proprietor shall furnish to the Council three sets of final construction plans, signed by a civil engineer registered by the state, and obtain the Village Council approval, provided that the Council may designate the Village Engineer as a proper person to approve the final construction plans.
C. 
Final approval of the preliminary plat shall confer upon the proprietor, for a period of two years from the date of approval, the conditional right that the general terms and conditions under which the preliminary plat was given final approval will not be changed. The two-year period may be extended if applied for by the proprietor and granted by the Council in writing. Written notice of the extension shall be sent by the Council to the other approving authorities.
