Permanent monuments shall be placed as required by Section 125
of the Land Division Act (MCLA § 560.125), as amended.

The proprietor shall provide the following public improvements
in connection with his or her subdivision. All such improvements shall
be constructed in accordance with the specifications and requirements
of the applicable code, ordinance or regulations of the Village.
A. Roads. Roads, including such related improvements as are required by §§
285-19 and
285-26.
B. Stormwater drainage. Stormwater drainage shall be as required by §
285-26. If storm sewers are not feasible, then leaching basins must be installed. The installation of either storm sewers or leaching basins must be done in accordance with the plans and specifications of the Village and well established engineering practices and approved by the Village Engineer.
C. Water supply and sanitary sewerage. Every portion of a subdivision
shall be supplied with adequate water and sanitary sewerage facilities.
Public water and sanitary sewerage facilities shall be provided in
all plats to which such facilities are determined reasonably available
by the Council.
D. Sidewalks. Sidewalks shall be provided as required by §
285-26.
E. Pedestrianways. Pedestrianways shall be required as provided in §
285-20 and
285-26.
F. Streetlights. Streetlights shall be provided by the developer of
all plats, lighting all intersections and major streets, and every
150 feet along local streets, as approved by the Village Engineer.
Such lighting shall be pole-mounted, with all wiring underground.
Lighting shall be a minimum of 200 lumens per pole.

The Village Council may require of the proprietor, in lieu of
completion of installation of required improvements as shown on the
final construction plans relating to a plat, a cash deposit, certified
check, surety bond, escrow agreement, or irrevocable bank letter of
credit, whichever the proprietor elects, in the amount of 150% of
the estimated costs of the planned improvements, running to the Council,
to insure completion of this article's required improvements within
a reasonable time, which shall be so specified. If an escrow agreement
or irrevocable bank letter of credit provides for partial payments
to the contractor, as construction progresses, which progress is to
be approved by the Village Engineer, costs of additional inspections
required shall be borne by the proprietor.
