For the purpose of this article, a vehicle shall be defined
as any automobile, truck, motorcycle, trailer or other comparable
item, or any part thereof. This definition shall be incorporated in
this parking ordinance where appropriate and shall be applied for
the purpose of controlling the parking of items which disrupt the
flow of traffic, the plowing and other maintenance of streets, parking
lots and other Village property, and the health and safety of persons
in the Village.
It shall be unlawful on any public property to:
A. Park any automobile, truck, trailer, or any vehicle or part unless
the vehicle has proper license plate attached and displayed.
B. Park for a period exceeding eight hours any automobile, truck, trailer,
or any vehicle or parts, on any public street or other Village property
at any time, if such vehicle is incapable of movement under its own
power.
C. Park any automobile, truck or trailer, or any vehicle, Village-owned
and/or -operated vehicles and/or emergency vehicles excluded, on any
public street or other Village property for a period of time exceeding
48 hours.
D. Park any automobile, truck, trailer, or any vehicle or parts on any
public street or property of the Village for purpose of repairing
same unless such repair be of an emergency nature, and such emergency
repairs to be completed within a period of time not to exceed two
hours.
E. Park any vehicle in any manner which poses a threat to the health,
safety or welfare of any person.
F. Any person who shall violate any subsection of this section shall
be guilty of a civil infraction and, upon a finding of responsibility,
shall be fined in an amount not to exceed $100 plus costs, or other
maximum fine allowed by state law.
