Intent. To encourage the preservation, rehabilitation and enhancement of the unique Main Street area, by providing a viable district consisting of a mix of commercial and residential uses with provisions for both pedestrian and vehicular circulation.
Regulations in District. The use, height and area regulations of this article, together with those regulations set forth elsewhere in these Development Regulations are the regulations in this Village Commercial District.
A building or land shall be used only for the following purposes:
1. 
Principal Uses and Building.
a) 
Single family residential unit.
b) 
Single family detached dwellings.
c) 
Retail stores and service establishments but not including convenience type stores.
d) 
Personal service establishments including but not limited to barber and beauty shops, tailors and similar uses.
e) 
Museums, art galleries and similar uses.
f) 
Woodworking and other artisan shops.
g) 
General business and professional offices.
h) 
Mixes of the above permitted uses are permitted provided there is not more than one residential unit.
i) 
Ground level parking lots.
j) 
Home occupations.
1A. 
No more than one residential use per lot. One or more nonresidential uses allowed per lot which may be combined with a residential use on the same lot. Uses may be in one or more structures.
2. 
Conditional Uses.
a) 
Tourist/guest houses subject to the following conditions:
1) 
There shall be a maximum of 10 guest rooms.
2) 
Off-street parking shall be provided with one parking space for each guest sleeping room, plus one parking space for each two employees on the largest shift, including owners/operators.
b) 
Cafes and restaurants subject to the following condition: Off-street parking shall be provided at the rate of one parking space per four seats, in addition to any additional parking as may be required.

Accessory uses, buildings and structures shall be uses, buildings and structures customarily incidental to the principal uses listed as permitted. Accessory structures shall not exceed four in number, not more than two of which shall be accessory buildings. Accessory structures shall not exceed 2% of the total lot area. Accessory uses, buildings and structures shall be understood to include, but are not limited to, garages, sheds, pools, greenhouses, and private utility sheds.

Lot Width and Frontage: 75 feet minimum measured at the building setback line.
2. 
Lot Depth: 150 feet minimum.
3. 
Lot Area: 11,250 square foot minimum.
4. 
Lot Coverage: 50% maximum.
5. 
Front Yard Setback: fifteen foot minimum.
6. 
Rear Yard Setback: fifty foot minimum.
7. 
Side Yard Setback: 15 feet minimum each side.
8. 
Height: All uses, 35 feet maximum, principal fifteen-foot accessory use.
9. 
An accessory use shall be placed only in the side or rear yards and shall be no closer than 10 feet to a lot line.
1. 
Signs within this district shall be made of wood or woodlike materials.
2. 
Signs on Main Street will not exceed 16 square feet on one side per commercial building, and signs of Route 50 in this district will comply with the requirements of the HC-Zone, and will relate only to the use conducted on the premises.
3. 
Signs for all uses within the district shall:
a) 
Be free standing or permanently fixed to the exterior of the building.
b) 
Free standing signs will be a minimum of two feet off the ground and will not exceed five feet in height and will be landscaped at the base.
c) 
Be designed and located as not to create a hazard to internal or external traffic.
d) 
Have no moving parts, flashing effect, or illusion of movement.
e) 
Shall not encroach onto the Public R.O.W.
f) 
Incorporate only illumination which is external and shielded to prevent glare.
4. 
All signs within this district are subject to Planning Board review and approval as part of the side plan process.
1. 
All projections into any setback yard including window sills, cornices, canopies, awnings, balconies, windows, fire escapes shall be necessary to overall design and shall be subject to Planning Board review and approval during site plan process.
2. 
No use, within this district shall be enlarged or extended beyond the level existing at the time of the passage of this Ordinance without adequate provision for off-street parking.
3. 
Within Village Commercial District, buildings shall be constructed or altered so as to be harmonious with the character of the adjacent area.

Fence and Wall requirements of the Riverfront Residential District along with the conditions and standards therein shall apply here.
Fences and walls shall be permitted provided:
a) 
That all perimeter fences or walls shall be placed within the property line. Chain link fencing shall not be allowed within that portion of the lot extending from the front property line of the front building line of the principal structure.
b) 
That no portion of any fence of wall shall be more than four feet in height above finished grade, except that privacy fences shall be allowed provided that they are limited to the rear and side yard and do not extend forward beyond the front line of the principal structure. Such fences shall not exceed six feet in height above the finished grade and shall be constructed of materials that are in architectural conformity with the principal building.
c) 
That no fences or wall shall be placed within 15 feet of a street corner.
