The governing authority may from time to time amend, supplement, change or repeal this chapter. Any proposed amendment shall first be submitted to the Planning Commission for its recommendation. Any action following such recommendations shall require a public hearing.
A. 
Any person or persons desiring to submit a petition requesting a zoning change shall file such petition, with a plan of the property attached thereto, together with a payment of $25 to cover administrative and advertising costs, with the Clerk of the Borough Council.

B. 
Upon the filing of a petition for a change in zoning, the applicant shall, at his expense, cause to be erected in a conspicuous place on the property in question a sign of not less than nine square feet, with not less than three-inch black letters upon a white background which shall read as follows:
NOTICE TO THE PUBLIC
A petition has been filed requesting that this property be changed from (insert present district name) to (insert district requested). A public hearing will be held at (insert place) on (date) at (time). All those having an interest in this petition should be present.

C. 
Public hearing. The Borough Council shall fix the time and place of a public hearing on the proposed amendment. At least 15 days' notice of the time and place of such hearing shall be published in one newspaper of general circulation.
D. 
Planning Commission review. Every such proposed amendment or change shall be referred to the Borough and County Planning Commissions at least 30 days prior to the hearing for their recommendations.
