A.
The purposes and objectives of this district are to
maintain and operate property as a preserve or preserves for the maintenance
of wildlife and its natural habitat and to reasonably limit any other
activities that might adversely affect the environment or the animal
population and to provide an opportunity and facilities for observation
and study of the various types of flora and fauna that are indigenous
to the respective area.
B.
No building, structure or premises shall be used,
erected or altered except for the following permitted uses:
(1)
Farms, truck gardens and nurseries and the sale of
products raised thereon, including tree nurseries and other commercial
and noncommercial agricultural and livestock uses.
(2)
Outdoor commercial and noncommercial recreational
uses, including the following: horseback riding and jumping schools,
bridle trails, hiking and nature trails, picnicking, camping (including
day camps), field trails for dogs, wildlife hunting preserves (including
pheasant and other game), pay-as-you-fish in fish-stocked ponds, archery,
tennis, swim clubs, ice skating, bird-watching and other outdoor commercial
and noncommercial recreation, provided that no building for the housing
of cows, calves, bulls, horses, sheep, goats and birds or any building
for the housing of hogs, hog pen, hog run or enclosure shall be within
100 feet of any side or rear lot line nor within 200 feet of any front
lot line; that no fertilizer or manure shall be heaped, piled or stored
within 100 feet of any side or rear lot line nor within 400 feet of
any front lot line, that no building of more than two stories in height,
run or enclosure for the housing or keeping of fowl having 60 square
feet of floor space or less shall be within 15 feet of any side or
rear lot line nor within 100 feet of any front lot line, which side
and rear yard requirements shall be increased one foot and front yard
requirements five feet, respectively, for each additional 60 square
feet of floor space or fraction thereof, together with an additional
fifty-foot setback for each story that the building housing fowl is
over two feet in height (separate buildings to be cumulative as to
the number of square feet for rear, side and front yard requirements);
provided, however, that the maximum side and rear yard requirements
shall be 200 feet and maximum front yard requirements 400 feet plus
50 feet for each story above two stories as hereinabove set forth,
provided that no animals or poultry may be kept nor maintained unless
adequate shelter is provided and provided further that any structure
erected for any of the foregoing purposes shall be accessory to a
residential dwelling. Any use permitted in this subsection shall be
limited to an area of not less than five acres.
C.
Ecology and nature classes.

A.
Permitted accessory uses shall be accessory uses usually incidental
to the above permitted principal uses.
B.
In addition, the following specific accessory uses and structures
shall be permitted where a tract in common ownership consists of at
least 200 contiguous acres:
(1)
One environmental education center not exceeding a building
coverage of 4,000 square feet, provided any improvements associated
with any such development shall be located at least 150 feet from
any lot line of any residentially zoned property adjacent to the RCW
District. The environmental education center may include, but is not
to be limited to, management offices, libraries, research facilities,
classrooms, displays and other similar uses.
(2)
One maintenance garage not exceeding a building coverage of
1,000 square feet, provided any improvements associated with any such
development shall be located at least 150 feet from any lot line of
any residentially zoned property adjacent to the RCW District.
(3)
One ranger relief station for staging of personnel and housing
of incidental equipment associated with the maintenance, posting and
patrolling of land not exceeding a building coverage of 850 square
feet, provided any improvements associated with such development shall
be located at least 150 feet from any lot line of any residentially
zoned property adjacent to the RCW District. Said station shall not
be used for dwelling purposes.
(4)
Nature observatory structures, provided such structures shall
be located at least 150 feet from any lot line of any residentially
zoned property adjacent to the RCW District.
The following conditional uses shall be permitted:
none.
Height, area and yard requirements shall be as specified in the schedule of regulations in Article VI.
No development plan shall be approved unless
the Planning Board shall have found that the proposed facility not
only complies with the regulations set forth above, but also that
the applicant shall have demonstrated, at the applicant's expense,
that the proposed facility:
A.
Conforms with all applicable New Jersey Department
of Environmental Protection air, water and radiation emission and
effluent standards and all applicable water quality criteria and air
quality standards and applicable state and municipal noise standards.
B.
Will not emit air and water effluents in excess of
the existing dilution, assimilative and recovery capacities of the
air and water environments at the site and within the surrounding
region during and after construction.
C.
Provides for the handling and disposal of litter,
trash and refuse in such a manner as to minimize adverse environmental
effects and the threat to the public health, safety and welfare.
D.
Would result in minimal feasible impairment of and
risk to the regenerative capacity of water aquifers or other ground-
or surface water supplies.
E.
Would cause minimal feasible interference with and
risk to the natural functioning of plant, animal, fish and human life
processes at the site and within the surrounding region during and
after construction.
F.
Is located or constructed as to neither endanger human
life or property nor otherwise impair the public health, safety and
welfare.
G.
Would result in minimal practicable degradation of
and risk to unique or irreplaceable land types, historical or archaeological
areas and existing scenic and aesthetic attributes at the site and
within the surrounding region during and after construction.
H.
Would not create risk to any of the items listed above during and after construction, in any area other than the immediate location of any equipment, building or structure constructed, erected, maintained or utilized in connection with the facility, and solely with respect to uses within § 430-200 above, the area designated for controlled research and experiments, provided that the Planning Board shall be satisfied that any risk to the natural cycles and processes shall be both of an acceptable degree of risk and capable of being contained within the prescribed research and experimentation area. The words "immediate location" shall be interpreted to mean the area within the extension of the perimeter of the building, structure or equipment a distance of 10 feet in all horizontal directions. The "prescribed research and experimentation area" shall be interpreted to mean only that area within which the conduct of such activity has been approved by the Planning Board after thorough study of the application and its effects.
Off-street parking requirements shall be as specified in Article XXXVII.
Sign regulations shall be as specified in Article XXXVIII.

be made from Beverwyck Road or Troy Meadows Road.
