All customers within the City of California in need of non-residential electric (power distribution) transformers shall utilize transformers provided by the City of California. There shall be a charge assessed for the use of the transformer at the rate of seven cents ($0.07) per KVA per month, which charge shall be included with and billed as a part of the electric utility charge. Selection of transformer size shall be at the discretion of the City of California, based on the load size of the consumer.
