There is hereby established a Public
Safety Citizens' Advisory Board (hereinafter referred to as the "Board")
to the Police Department, which Board shall be selected, serve and
have the powers and responsibilities herein set forth.

A.
Members. There shall be a Public Safety
Citizens' Advisory Board consisting of six (6) members. The Mayor,
with the consent and approval of a majority of the City Council, shall
appoint all members of the Public Safety Citizens' Advisory Board.
All members shall be residents of Blue Springs. Best efforts will
be made to have representation from each Council District. Appointment
of a successor or reappointment of a member shall be effective on
or about May 1 following expiration of the member’s term. Members
shall continue to hold office until reappointed or their successor
is appointed. The Mayor, with the consent and approval of a majority
of the City Council, shall appoint a person to fill the unexpired
term of that member.
In addition, in addition, there shall a non-voting City Councilmember
and a student member of the Public Safety Citizens' Advisory Board.
The student member must be, at the time of their service on the Board,
a student of a high school within the City limits. The Public Safety
Citizens' Advisory Board shall seek nominations from high schools
located within the City limits, review the applications and select
candidates for interviews. The Public Safety Citizens' Advisory Board
will recommend for appointment by the Mayor, with the consent and
approval of a majority of the Council, a student member to serve a
one-year term from September 1 to August 31.
Any member of the Public Safety Citizens' Advisory Board may
be removed from office for misconduct, neglect of duty, or lack of
qualifications by executive order of the Mayor after receiving the
consent of a majority of the entire City Council, or by a five-sevenths
(5/7) vote of the City Council on its own initiative.
The Mayor, with the consent and approval of a majority of the
City Council, shall appoint a Chair and Vice Chair annually on or
about May 1 for a term of one (1) year. No member shall serve more
than two (2) consecutive terms as Chair or Vice Chair.
Any sub-committee of the Public Safety Citizens' Advisory Board
shall require approval of the City Attorney and City Council. Any
approved sub-committees shall abide by all Sunshine Laws.
B.
Terms. Members shall be appointed for terms
of two (2) years. The student and Council liaisons shall serve one-year
terms.
C.
Qualifications. Members shall have been
residents of the City of Blue Springs for at least one (1) year preceding
their appointment. Preference will be given to graduates of the Citizen’s
Police Academy and/or prior law enforcement experience.

The Board shall meet monthly and
at such additional times as may be set by the Chairperson. Meetings
of the Board shall be open to the public unless otherwise authorized
by the Board and the Sunshine Law.[1]

A.
The
Board shall have the authority and responsibility to do the following:
1.
Advise and make recommendations to
the Mayor and City Council through the Police Chief and City Administrator
regarding policies of the Police Department related to public information
and public relations.
2.
Advise the Mayor and City Council
through the Police Chief and City Administrator and the public regarding
criminal activity and crime prevention programs within the City.
3.
Promote the activities of the Police
Department in preventing crime, enforcing laws, advocating public
safety needs and maintaining justice and public safety.
4.
Assist the Police Chief in the establishment
of public safety programs within the City.
5.
Review and advise as to the Police
Chief's proposed annual budget for the Police Department and make
recommendations concerning the budget and expenditures to the Police
Chief and City Administrator for consideration. The Board may also
provide oversight regarding expenditures that are derived from a dedicated
public safety funding source and exclusively allocated for public
safety operations, programs and services.
6.
Assist the Chief of Police with short-term
and long-range planning, including, but not limited to, the evaluation
of potential grant opportunities and other available/dedicated resources
that might become available from time to time.
7.
Review and study requested changes
in the City's parking and traffic activities and policies and make
recommendations as to those requested changes.
8.
Review and study animal control ordinances.
9.
Make recommendations to the Mayor
and City Council through the Police Chief and City Administrator for
improving services. All such recommendations shall be accompanied
by a budget impact statement prepared by the City's Police Department
and Finance Department.
10.
The Board shall endeavor to conduct
an annual public safety community forum for the purpose of promoting
and advocating public safety programs, services and initiatives.
11.
Perform all duties assigned a Traffic Commission as set out in Section 300.070, RSMo., and as set out in Section 305.120 of this Code.

12.
Submit, on or before April 1 of each year, a written report to the
City Council containing activities and updates of the board.

Nothing herein contained shall confer
any power or authority on any member of the Board to make arrests
or to exercise in any way the authority of a member of the Police
Department and/or a commissioned Police Officer. Nothing herein will
authorize members of the Board to act in a manner that is inconsistent
with the City's Home Rule Charter.

Rules of Procedure shall be adopted
and amended from time to time by Resolution by the City Council.
