A.
All brush, hedges or other plant life growing upon any lands lying in the Township within 10 feet of any roadway and within 25 feet of any intersection of two roadways shall be cut to a height of not more than 2 1/2 feet. The Council shall direct the Municipal Clerk to give written notice to the owner or tenant, or both requiring such cutting, and thereupon it shall become the duty of the owner or tenant to comply within 10 days after receipt of such notice, or within 10 days after publication and posting of such notice as hereinafter provided.

The foregoing notice may be served upon any owner or tenant either personally or by registered mail, and, in the latter case, the period of 10 days within which compliance with the directions of such notice is required shall be deemed to have commenced from the date of the return receipt for the delivery of such registered notice obtained by postal authorities.

In the event that proper service cannot be effected by the Municipal Clerk, as provided herein, the notice may, in lieu of such service, be published at least once in a daily newspaper published in the County and also be posted in a conspicuous place upon the lands designated therein. In the event that such notice shall be served by publication and posting, the period of 10 days within which compliance with the directions of such notice is required shall be deemed to have commenced from the date of the publication or the date of posting of such notice, whichever is later.
D.
Every notice shall, in addition to the requirements specified in this article, set forth a warning to such owner or tenant of the lands designated therein that, in the event of refusal or neglect by the tenant or owner to comply within the time limits hereinbefore provided after service of the notice, the acts required to be performed by the notice will be performed by or under the direction of the Superintendent of Roads of the Township, the costs of such performance to be charged against and thereupon become a lien upon the lands, bearing interest at the same rate as unpaid taxes of the Township.
