There hereby be established an organization known as the Camden Youth Advisory Board.
The Camden Youth Advisory Board (the "Board") shall function solely in an advisory capacity to the Mayor and City Council with regards to the youth and families of Camden. The Board is established as an advisory board to promote the development of youth interaction and development within the City of Camden.
A. 
Under the direction of the Mayor, the Board is to offer insight and feedback on issues that affect the youth in the City of Camden and to provide an opportunity for youth to be active and make a difference in their community.
B. 
The role of the Camden Youth Advisory Board is to commit themselves to the following objectives under the direction of the Mayor's office:
(1) 
To assist in planning and promoting of programs and services for youth;
(2) 
To educate and raise awareness of youth issues;
(3) 
To inspire positive action in the community;
(4) 
To provide a voice for youth in the community;
(5) 
To promote youth participation in community affairs;
(6) 
To act as an advocate for youth and teens;
(7) 
To review those municipal matters referred to it by the Mayor, as appropriate, and make recommendations on those matters; and
(8) 
To make recommendations to the Office of the Mayor pertaining to the composition, function, and obligations of the Board.
A. 
Membership on the Board shall consist of Camden residents and/or representatives of organizations that provide direct services to children, youth, and families in the City of Camden. Organizations may consist of bona fide faith-based or community-based entities within the City of Camden.
B. 
The board will consist of 15 members, all of whom are to be appointed by the Mayor and City Council. The Office of the Mayor shall have three appointments, while the City Council will have 12 appointments, three appointments per City ward.

The Mayor shall designate a Chairperson, a Vice Chairperson, and a Secretary for the Board. Each such officer shall serve a one-year term, and may be redesignated by the Mayor.
A. 
The terms of the members appointed by the Mayor and City Council shall be for three years. The initial terms for the members appointed from City ward one and three shall be for one year; the initial terms for the members appointed from City wards two and four shall be for two years. Thereafter, all terms of members appointed by City Council shall be for three years. The initial terms for members appointed by the Mayor shall be for three years from the dates of their appointments.

Vacancies resulting from causes other than by expiration of term shall be filled for the unexpired terms only and shall be filled in the same manner as the original appointments were made.
C. 
Subject to applicable state law, removal of a Board member is at the sole discretion of the Mayor. If the resulting vacancy is an appointment from the Mayor, the Mayor may appoint an individual to fill the vacancy. If the vacancy is a City Council appointment, City Council shall appoint an individual from the City ward in which the vacancy exists.
A quorum shall consist of a majority of the fifteen-member Board membership authorized hereunder. A quorum of the Board is necessary to transact official business at any Board meeting. All Board recommendations to the Office of the Mayor must be approved by a two-thirds majority of the members present at any properly called meeting. All voting on matters for transmittal to the Office of the Mayor shall be by roll call vote.

The Board's meetings shall be held monthly on the second Monday of each month at the hour of 4:30 p.m. in public meeting rooms in City Hall or other appropriate locations within Camden. In the event a regular meeting date falls on a legal holiday, such meeting date shall be deemed to be the day following such holiday.
B. 
The Board shall prepare an annual report on its activities, goals, and accomplishments and shall submit the report to the Office of the Mayor for review before December 31st of each year.
A. 
The Board may promulgate bylaws or other regulations governing the procedure of the Board. No provision of the bylaws or procedural regulations shall be contrary to the provisions of this article or other applicable federal, state, or municipal law.
B. 
Amendments to the bylaws may be recommended at any time by any Board member; provided, however, that any such amendment shall be clearly set forth on the agenda and the membership has been notified in writing. Upon the presentation of any recommendation for amendment, the issue shall be considered by the Office of the Mayor and if the Mayor finds the amendment worthy of Board consideration, the amendment will then be presented for Board deliberation.
C. 
Enactment of the bylaws and other regulations, and passage of any amendment to same, requires a two-thirds majority vote of the Board.
