No person shall sell, peddle, hawk or vend any goods, wares or merchandise upon the streets or public places of the Town of Lancaster, outside the Villages of Depew and Lancaster, by going from house to house soliciting purchases or otherwise without first registering with the Chief of Police of the Town of Lancaster.
Any person registering with the Chief of Police shall give his name, address, age, kind of vehicle, if one is to be used, and a statement of the character of the goods, wares or merchandise to be sold or hawked and such other pertinent information as the Chief of Police may require.

A. 
Solicitation from house to house under a hawking and peddling permit shall be permitted during the hours of 9:00 a.m. to 7:00 p.m., Monday through Saturday, and solicitation on any other days or times is a violation of this chapter.
B. 
Any person violating any of the provisions of the foregoing sections shall be liable to a fine or penalty of not more than $50 for each offense or for imprisonment of not more than 30 days, or both.
C. 
Notwithstanding the above, this chapter shall not apply to not-for-profit youth groups such as, but not limited to, Boy and Girl Scout clubs, baseball organizations, hockey clubs, soccer clubs, swim clubs, school band organizations or any similar youth groups.
This chapter shall take effect 10 days after publication hereof in the official newspaper of the Town of Lancaster and the posting conspicuously, on the signboard maintained by the Town Clerk and in at least three other public places in the Town, of a copy thereof.
