As used in this article:
OWNER/KEEPER
Shall mean any person who shall possess, maintain, house
or harbor any pet or otherwise have custody of any pet, whether or
not the owner of such pet.
PET
Shall mean a domesticated animal (other than a disability
assistance animal) kept for amusement or companionship.
PET SOLID WASTE
Shall mean any waste matter expelled from the bowels of the
animal; excrement.
PROPER DISPOSAL
Shall mean placement in a designated waste receptacle or
other suitable container, and discarded in a refuse container which
is regularly emptied by the municipality or some other refuse collector;
or disposal into a system designed to convey domestic sewage for proper
treatment and disposal.

All pet owners and keepers are required to immediately and properly
dispose of their pet's solid waste deposited on any property,
public or private, not owned or possessed by that person.

a. No person shall allow a dog to soil, defile, urinate or defecate
on any private property without the permission of the owner of such
property.
b. No person shall allow a dog to soil, defile, urinate or defecate
on any public property, but same shall be allowed upon any public
street, and within the public right-of-way between a sidewalk and
the public street. Such person shall immediately remove all feces
deposited by such dog (but shall not be responsible for removing urine),
and shall properly dispose of same pursuant to law. Such person shall,
to the greatest extent possible, limit such dog to the public street
and the outermost portion of the right-of-way.
c. This section shall not apply to trained guide dogs during the actual
performance of other duties.

Any owner or keeper who requires the use of a disability assistance
animal shall be exempt from the provisions of this section while such
animal is being used for such purpose.

The provisions of this section shall be enforced by the Police
Department and the Health Department.
