A. 
The City Tax Collector shall serve a term of four years, from the first of January in the first year of appointment, and until a successor is appointed and qualified.
B. 
The City Tax Collector shall have, perform and discharge all the functions, powers and duties prescribed for Tax Collectors by general law and municipal ordinance. He or she shall receive, collect and account for all moneys assessed or raised by taxes or assessment for any purpose or by other City ordinance, according to the procedures established for certification thereof by the Chief Financial Officer, and serve under the direction and supervision, to the extent permitted by law, of the City Manager.
C. 
Vacancies in the office of Tax Collector shall be filled by the City Manager. Persons appointed as Tax Collector shall have such certificates and licenses as are required by law. The position of Tax Collector shall be subject to such tenure of office provisions as are provided by law. [N.J.S.A. 40A:9-145]
D. 
The City Manager shall designate a Tax Search Officer, who may be the Tax Collector, to act as the certifying officer for searches for municipal taxes, as may be required from time to time.

Vacancies in office shall be filled by the City Manager.
C. 
The City Tax Assessor shall have, perform and discharge all the functions, powers and duties prescribed for Tax Assessors or Boards of Assessors by general law and City ordinances.
A. 
Comptroller.
(1) 
The Comptroller shall serve in office for an indefinite term.
(2) 
Vacancies in the office shall be filled by the Manager.
(3) 
The Comptroller shall have, perform and exercise all of the functions, powers and duties prescribed by general law and City ordinance. The Comptroller, under the direction of the Manager, according to the procedures and directives established by the Chief Financial Officer, shall:
(a) 
Keep and maintain books and records of all financial transactions of the City in accordance with the standards and requirements of the Division of Local Government in the Department of Treasury of the State of New Jersey; have custody of all of the public moneys of the City; make such reports to the Chief Financial Officer as are required by law; and, from time to time, make payments pursuant to expenditures approved according to law.
(b) 
Keep and maintain all accounts of invested funds of the City or in possession of the City as escrow or fiduciary.
B. 
Personnel Officer.
(1) 
The Personnel Officer shall serve in office for an indefinite term.
(2) 
Vacancies in the office shall be filled by the Manager.
(3) 
The Personnel Officer, under the direction of the Manager, shall:
(a) 
Keep and maintain the personnel files and records of all employees, including but not limited to application materials, time records, wage and benefit records and retirement credit information.
(b) 
Keep and maintain employee health and welfare benefit records and records of payment.
(c) 
Keep and maintain an index of job descriptions approved by the Manager, with the advice and consent of the Council.
C. 
Purchasing and Inventory Control Officer.
(1) 
The Purchasing and Inventory Control Officer shall serve in office for an indefinite term.
(2) 
Vacancies in the office shall be filled by the Manager.
(3) 
The Purchasing and Inventory Control Officer, under the direction of the Manager and according to the directives and procedures specified by the Chief Financial Officer, shall:
(a) 
Make all purchases of supplies, materials, equipment and contractual services, except for professional or extraordinary and unspecifiable services, either by direct purchase or by preparing specifications for conformance with the public contract laws of the State of New Jersey, which shall require the letting of any contract by open public bidding.
(b) 
Serve as the coordinator of the Purchasing Board in the receipt of bids, the evaluation of the same and the preparation of recommendations through the Manager to the Council, regarding the letting of such contracts.
(c) 
Coordinate and conform all City purchasing activities to the Local Public Contracts Law[1] and the purchasing regulations of the City of Brigantine.

(d) 
Expend such funds as are allocated by budget for the purchase of supplies, materials and contract services.
D. 
Requisition list.

(1) 
Prior to any bill or other expenditure being made in the City of Brigantine, the same shall be contained on a requisition list which will be submitted for consideration and approval by the City Council of the City of Brigantine.
(2) 
Any such requisition list to be approved by Council shall contain any and all bills or other expenditures to be made on behalf of the City of Brigantine except for the following bills and/or expenditures which may be processed without being placed on such requisition list for approval:
(a) 
Any expenditure made pursuant to any contract when said contract has been approved by the City Council of the City of Brigantine.
(b) 
Any payment made for a statutorily defined emergency purchase.
(c) 
Any payment of payroll or any related cost thereto.
(d) 
Any payment of any utility bill or cost such as gas, electric, telephone or other such bills and related costs.
(e) 
Any statutory expenditure or any payment of debt service when the same arose from a bond ordinance or other ordinance which was approved by the City Council of the City of Brigantine.
(f) 
Any payment pursuant to a professional services contract when said contract has been awarded by a vote of the Council of the City of Brigantine.
(g) 
Any payment for items which are below the monetary amount of the statutory bid threshold when the same were contained in a bond ordinance which has been approved by the City Council of the City of Brigantine.
(h) 
Payment for any items under the amount of $12,000.
(3) 
Notwithstanding anything to the contrary contained herein, the decision to exercise an option in any contract or to not exercise an option contained in any contract shall be placed before the City Council of the City of Brigantine, and said City Council shall vote upon the same.

E. 
Economic Development and Business Relations Officer.
(1) 
The Economic Development and Business Relations Officer shall serve in office for an indefinite term.
(2) 
Vacancies in the office shall be filled by the Manager.
(3) 
The Business Relations and Economic Development Officer, under the direction of the Manager, shall:
(a) 
Report to the Manager and Council concerning the status of economic and business activities within the City.
(b) 
Keep and maintain statistics on the development of businesses and the conditions thereof.
(c) 
Advise the Manager and the Council concerning the Land Use Ordinance and the Mercantile Ordinance[3] as such ordinances affect business development.

(d) 
Represent the City to the Chamber of Commerce and to the Tourist Commission. The Economic Development and Business Relations Officer shall not be a voting member of the Tourist Commission.
F. 
Beach fee office director.

(1) 
Under the direction of the City Manager, the Beach Fee Office Director is responsible for coordinating and supervising all aspects of the Beach Fee Office, including but not limited to, the ordering of all supplies for the Beach Fee Office, including beach tags, uniforms and office supplies; oversees the sales of beach tags, four-wheel drive permits, parking permits, jet ski and catamaran permits; accounts for all monies received from the above-named sales, and supervises the daily bank deposits received from the sales; maintains records of all sales, reporting said sales and bank deposits to the City Comptroller/Chief Financial Officer on a regular basis; meets with office supervisors and employees on a regular basis to insure efficient and orderly operation of the Beach Fee Office; disciplining employees when the need arises; performs related work as required.
(2) 
The Beach Fee Office Director, under the direction of the City Manager, shall supervise the activities of the Beach Fee Office Employee Supervisor, the Beach Fee Office Assistant Bookkeeper and Beach Tag Inspectors.
(a) 
Beach Fee Office Employee Supervisor is responsible for scheduling and supervision of subordinate employees and overseeing the duties of the Office Director in his/her absence.
(b) 
Beach Fee Office Assistant Bookkeeper is responsible for office sales of beach tags and permits while maintaining accurate records of sales. Also responsible for other related office duties as assigned by the Director.
(c) 
Beach Tag Inspectors patrols the City of Brigantine beaches in order to enforce rules, regulations and ordinances pertaining to beach tag requirements.
