[HISTORY: Article I adopted by the Township Committee of the Township of Montague 9-8-98 by Ord. No. 98-12. Amendments noted where applicable.]
There is hereby created an Advisory Committee on Affordable Housing of the Township of Montague pursuant to N.J.S.A. 40A:63-7, whose membership, powers and duties shall be as further set forth herein below.
A. 
The Advisory Committee shall consist of five members: two members of the Township Committee, two members of the Planning Board and one member of the Economic Development Commission to be appointed by the Township Committee, all of whom shall be citizens and residents of the township.

Members shall receive no compensation for their services.
A. 
The members of the Township Committee, Planning Board and the Economic Development Commission who serve on the Advisory Committee for Affordable Housing, shall serve a term consistent with their term on their respective Committee, Board or Commission.
B. 
Vacancies shall be filled for the term of office of the replacement member. Members shall serve until their respective successors are appointed and shall qualify.
C. 
A member of the Advisory Committee on Affordable Housing can be removed by a majority vote of the Township Committee for just cause.
A. 
The Advisory Committee on Affordable Housing created herein shall have the power to recommend to the Township Committee and the Planning Board of Montague passing, altering or amending ordinances as well as recommending passage of any rules, regulations to fulfill its obligations for affordable housing in the township.
B. 
The Advisory Committee on Affordable Housing has the authority to prepare and submit reports and recommendations to the Township Committee and the Planning Board of actions to follow to coincide with the state and federal legal requirements of affordable housing in the Township of Montague.
C. 
The Advisory Committee on Affordable Housing shall prepare an estimate of any costs to be incurred by the Advisory Committee and submit it to the Township Committee for its approval prior to incurring any expense.
D. 
The Advisory Committee on Affordable Housing does not have the authority to contract, bind or act on behalf of the Township Committee, the Planning Board or the Township of Montague. Its sole function is to assist the current Township Committee and the Planning Board in the township's fulfillment of its obligations for affordable housing in Montague.
E. 
The Advisory Committee on Affordable Housing shall meet on the last Monday of every month to discuss matters regarding affordable housing in the Township of Montague. Such meetings will be open to the public for participation.
F. 
The Advisory Committee on Affordable Housing shall meet with and/or report to the Montague Township Committee, Planning Board and Economic Development Commission periodically to effectively carry out its functions.
G. 
The Township Committee or the Planning Board is not required to accept or follow the Advisory Committee on Affordable Housing's recommendations or advice.
A. 
The Advisory Committee on Affordable Housing may be funded by the Township when and to the extent that the Township Committee deems necessary and appropriate. The Advisory Committee on Affordable Housing is authorized to incur and pay for expenses within such limits as are prescribed and budgeted by the Township Committee.
A. 
The Township Committee shall provide a suitable office for the Advisory Committee on Affordable Housing, if available.
