The standards to be applied in the enforcement of this chapter
shall be the Standards for the Construction of Public Noncommunity
and Nonpublic Water Systems, N.J.A.C. 7:10-3.10 to 7:10-3.93, and
any amendments thereto, hereinafter referred to as the "standards."
Three copies of the standards have been placed on file in the
office of the Secretary, Clerk or other similar officer of this Board
of Health upon the introduction of this chapter and will remain on
file in said office for the use and examination by the public.
In case any permit or certification required by this chapter
is denied by the Board of Health, a hearing shall be held thereon
before the Board within 15 days after request therefor is made by
the applicant, and upon such hearing the Board of Health shall affirm,
alter or rescind its previous determination and take action accordingly
within 15 days after the date of such hearing.
The Board of Health may order all further work in and about
any water system, which is being erected or installed in violation
of this chapter, to be stopped forthwith, except such work as shall
be necessary to remedy such violation, and thereafter, the work continued
without any violation of any of the provisions of the standards. After
issuance of any such order and the service of a copy thereof upon
any person connected with or working in and about the erection or
installation of any such water system, or any part thereof, no further
work shall be done thereon except as aforesaid.
Upon completion of construction or alteration of a water system,
the Board of Health shall collect a sufficient number of samples for
analysis to determine whether the water meets potable standards.

The following fees and charges are herewith established:
A. For the filing of an application and issuance of a permit to locate
and construct a water system: $50.
B. For the filing of an application and issuance of a permit to alter
an existing water system: $50.
C. For the issuance of a permit to locate and construct, or to alter
an existing individual water system: $50.
D. For each reinspection of a water system, or part thereof, caused
by the failure of the permittee to locate and construct or alter the
same in accordance with the terms of the permit or by the failure
to be ready for samples or inspections requested, a reinspection fee
of $20 shall be charged.

Any person or persons, firm or corporation violating any of
the provisions of or any order promulgated under this chapter or the
standards made a part hereof shall, upon conviction thereof, pay a
penalty of not less than $50 nor more than $500 for each violation.
Each day that a particular violation continues shall constitute a
separate offense.
