The provisions of this article imposing a time limit on parking shall not relieve any person of the duty to observe other and more restrictive provisions prohibiting or limiting the stopping, standing or parking of vehicles set forth in N.J.S.A. 39:4-138, any other New Jersey statute or as hereinafter provided.
No person shall park a vehicle at any time upon any of the streets or parts thereof described in Schedule I attached to and made a part of this chapter.
No person shall park a vehicle between the hours specified in Schedule II of any day (except Sundays and public holidays) upon any of the streets or parts of streets described in said Schedule II attached to and made a part of this chapter.
No person shall stop or stand a vehicle between the hours specified in Schedule III of any day (except Sundays and public holidays) upon any of the streets or parts of streets described in said Schedule III attached to and made a part of this chapter.
No person shall park a vehicle for longer than the time limit shown in Schedule IV of any day (except Sundays and public holidays) upon any of the streets or parts of streets described in said Schedule IV attached to and made a part of this chapter.

B. 
There shall be prohibited boat trailer parking on Center Street, Second Street, Third Street and Donop Street between Second and Front Streets at any time except by residents who live in that area and by permit only.
C. 
Before a ticket is issued, the police officer will ascertain whether the tags on the vehicle belong to the owner of a property on that street. Stickers or permits with passes will be given to the residents in the area.
D. 
The Township of West Deptford believes that this is in the best interest of the citizens of the area and to protect their health and safety, including fire protection of the Township.
E. 
There shall be a fine of up to $50 for any violation of this section.

A. 
No person shall park, stop or stand unauthorized vehicles in parking spaces appropriately marked for vehicles for the physically handicapped on both private and public properties in the Township of West Deptford.
B. 
State, county and/or municipal law enforcement officers and/or parking enforcement authority officers are herein authorized to enforce said parking restrictions on spaces appropriately marked for vehicles for the physically handicapped on public and private property located in West Deptford Township.

A. 
All Township residents who, because of a handicap and/or disability, are in need of handicapped parking signs in parking spaces at their residences shall, upon demonstrating such need to the Chief of Police, be entitled to installation and enforcement of handicapped parking signs for said designated parking space.
B. 
Application for such a handicapped parking space shall be made to the Chief of Police of the Township of West Deptford on such forms and in such manner as determined by the Chief of Police.
C. 
Such application shall at a minimum contain a certification:
(1) 
That the applicant is the holder of a valid driver's license issued by the State of New Jersey and shall have a copy of the license appended to the application; and
(2) 
That a windshield placard or wheelchair symbol license plate has been issued for a vehicle owned by the handicapped person, or by another occupant of the residence who is a member of the immediate family of the handicapped person, by the Division of Motor Vehicles pursuant to the provisions of N.J.S.A. 39:4-204 et seq. and a copy of such permit, registration or New Jersey identification card shall be appended to the application.
(3) 
Stating the applicant's reasons for requesting the handicapped parking space, the availability of off-street parking and a graphical depiction of the requested handicapped parking space and all off-street parking for the residence.
D. 
The Chief of Police shall review the application and may request any additional information as the Chief deems appropriate and may, in the Chief's sole discretion, on a case-by-case basis, designate a handicapped parking space in front of the applicant's residence, taking into consideration the availability of off-street parking, the unique conditions of the street or neighborhood, the qualification of the applicant pursuant to Subsection B, any other factors that could affect the health, safety and well-being of the public and such other factors as the Chief may deem relevant, provided that such parking is not otherwise prohibited and the permitting thereof will not interfere with the normal flow of traffic.
E. 
In the event the Chief of Police deems it appropriate, the Chief shall designate a handicapped parking space in front of the applicant's residence and cause same to be signed and marked pursuant to Subsection I.
F. 
The windshield placard or wheelchair symbol license plate issued by the Division of Motor Vehicles to the handicapped person shall be displayed prominently within or in the vehicle when it is parked in the designated area so as to be seen from the middle of the street. Only vehicles which have such a placard or such license plates properly displayed shall be permitted to be parked in the handicapped parking space.
G. 
An applicant granted a handicapped parking space pursuant to Subsection B must notify the Clerk immediately if such person changes his or her residence, changes his or her vehicle registration number, or at such time the handicapped parking space is no longer needed.
H. 
The Chief of Police shall keep a record of all handicapped parking spaces designated pursuant to Subsection B and shall periodically review same to ensure that the continuation of such spaces is appropriate. Failure of an applicant for such a handicapped space to cooperate with the Chief's review shall result in the removal of such parking space.
I. 
Handicapped parking spaces in front of residences previously approved by the Police Department of the Township of West Deptford prior to the effective date of this section shall have no force or effect, and all persons wishing to continue such spaces shall be required to make application therefor pursuant to the terms of this section.
J. 
No fee for the application for or the designation of a handicapped parking space pursuant to Subsection B shall be charged any person entitled to same under the conditions of this section.
K. 
Any person parking a motor vehicle in a handicapped parking space without a windshield placard or wheelchair symbol license plate issued by the Division of Motor Vehicles pursuant to N.J.S.A. 39:4-204 et seq. shall be liable to a fine of $250 for the first offense and, for subsequent offenses, to a fine of at least $250 and up to 90 days' community service on such terms and in such form as the court shall deem appropriate, or any combination thereof.
L. 
Signing and pavement marking for handicapped parking spaces shall conform to the guidelines of N.J.S.A. 52:32-12 and as otherwise may be prescribed by the New Jersey Department of Transportation and the Manual on Uniform Traffic Control Devices.

No person shall park any truck, tractor or tractor trailer in excess of 10,000 pounds, nor shall any person park any bus, motor home, camper-type vehicle or camper trailer, boat, boat trailer or any trailer of any kind on any municipal or county roadway in the Township at any time, as described in Schedule XVIII, except for the pickup or delivery of materials on such streets.
