In accordance with R.S. 40A:9-136 there is hereby created the Office of Municipal Administrator.

The Municipal Administrator shall hold office at the pleasure of the Council. The Municipal Administrator may be removed at any time by two-thirds vote of the Council. The resolution of removal shall become effective three (3) months after its adoption by the Council. The Council may provide, however, that the resolution shall have immediate effect, provided that the Municipal Administrator shall be paid his/her salary for the three (3) months following the date of the resolution.

The Municipal Administrator shall be appointed by the Mayor and with the advice and consent of the Borough Council.
The initial salary of the Municipal Administrator shall be based on an annual salary of $2,500, and in the future shall be fixed by the annual Salary Ordinance of the Borough.
The Municipal Administrator shall be the Chief Administrative Officer of the borough and at all times under the supervision of and responsible to the Borough Council for all actions relevant to the duties and responsibilities of said office to the extent not prohibited by law.
The Municipal Administrator, for the purpose of carrying out his/her responsibilities shall develop, promulgate and implement with the approval of the Mayor and Council, sound administrative personnel and financial practices and procedures for all departments, offices and agencies of the Borough of Neptune City.
The principal responsibilities shall include the following:
A. 
Manage the daily operation of the borough with regard to finances, assets, policies, procedures, and personnel.
B. 
Study, recommend, implement and enforce procedures and policies of the borough.
C. 
Collation of and responses to communication and information in consultation with department heads.
D. 
Delegate responsibility for departmental action and coordinate intradepartmental operations as authorized by the Mayor and Council.
E. 
Study, recommend, implement and enforce the procedures and policies of the borough and its departments for the coordination, compiling, editing and prompt dissemination and release of public information upon the authorization of the Mayor and Council.
F. 
The Administrator shall assist the Mayor and Council in the preparation of the annual borough operating and capital budgets to be considered and adopted by the Borough Council.
G. 
The Administrator shall keep the Borough Council informed as to all possible grants or aid programs for which the Borough of Neptune City may qualify.
H. 
Study, recommend, implement, and enforce management methods and procedures in order to improve workflow, simplify reporting procedures, or implement cost reductions.
I. 
Compile, store, and retrieve management data.
J. 
Study, recommend, implement, and enforce any and all cost savings procedures such as, but not limited to, purchasing, repairs, maintenance, supplies, and mail.
K. 
Assist the Mayor and Council in the collective bargaining process.
L. 
Assist the Mayor and Council in the evaluation of subordinate department heads and be responsible for the overall direction and coordination of said departments.
M. 
Perform other duties as may, from time to time, be specifically assigned by the Mayor and Council.
