No person or corporation shall collect, pick up or gather within or remove from the Borough of Neptune City any trash, garbage, newspapers, magazines and/or other refuse unless such person or corporation is authorized by contract with the borough or by private contract with individual property owners to collect, pick up or gather within and remove from the borough such trash, garbage, newspapers, magazines and/or other refuse, provided that the borough may undertake such work through the use of its own employees or by contract with any other person or corporation and provided further that the owner of such trash, garbage, newspapers, magazines and/or other refuse may remove the same from the borough if such person or corporation has not become the owner by purchase or gift.

No trash, garbage, or recycling shall be placed curbside for collection earlier than 24 hours prior to the scheduled collection. All empty containers shall be removed from the curbside within 24 hours after collection. Collection of brush and leaves is exempt from this provision.

On a scheduled collection day, every household/business is limited to five containers that do not exceed 50 pounds/30 gallons. Three bulk items may be placed at curbside on the second scheduled pickup of the week.

The following regulations are hereby established for mechanically unloaded garbage containers and dumpsters in the Borough of Neptune City:
A. 
Enclosures. All mechanically unloaded garbage containers and dumpsters shall be enclosed on the premises so that the containers and dumpsters shall not be visible from the street line(s) of the property.
B. 
Covers. All owners, lessees, or users of mechanically unloaded garbage containers or dumpsters are required to have a secure covering for same, and the covering shall be kept in tightly closed position, except during actual loading and unloading operations.
