A. 
Upon a finding that such action is necessary for the public safety, the Fire Official and/or Fire Subcode Official appointed by the Mayor and Borough Council of the Borough of Neptune City may require the owner or owners of any shopping center, commercial structure, place of public assembly, multiple dwelling groups, industrial park office building, hotel or motel or school to designate "Fire Zone" in the driveways of the premises leading to and from the parking areas, public streets or right-of-ways leading to the above type buildings or structures. Such Fire Zones also to be known as Fire Lanes, shall be of such dimensions as deemed appropriate by the Fire Official and/or Fire Subcode Official in the reasonable exercise of discretion relative to preserving public safety, and shall be legibly marked on a paved surface, such markings to remain legible at all times. Metal signs reading "Fire Zone," the lettering of same to be legible at all times, shall be provided, erected and maintained by said owner or owners and placed at the discretion of the Fire Official and/or Fire Subcode Officials and placed at the discretion of the Fire Official and/or Fire Subcode Official. Below the words "FIRE ZONE" there shall be lettered the following:
"NO PARKING, STOPPING, OR STANDING; EMERGENCY VEHICLES ONLY".

B. 
A vehicle shall, under this chapter, be deemed to be "parked," "stopped," or "standing" in a Fire Zone when said vehicle is not moving, and is located in a Fire Zone, and, notwithstanding, that a person or persons may be in the vehicle while it is so stopped, parked or standing in a Fire Zone.
C. 
No person, at any time, and in any manner, shall obstruct a driveway or other area that has been designated as hereinabove provided as a "Fire Zone."
A. 
Fire areas shall be established in all shopping centers to insure fire equipment and other emergency vehicles unobstructed means of ingress and egress to the properties and buildings located therein in the event of fire or other emergency.
B. 
The number, locations, dimensions and markings of such areas shall be determined by the Fire Official and/or Fire Subcode Official based upon the size, type and location of the buildings, in such shopping centers, the types of uses contained therein, the number of motor vehicles operated and parked upon the property; and number of persons using and occupying the premises; the existing means of ingress and egress; the total area of the property and other relevant factors.
C. 
The Fire Official and/or Fire Subcode Official is authorized to regulate, restrict and prohibit the parking and operation of motor vehicles in and near such fire areas and to impose other reasonable regulations necessary to insure that such areas are free from obstruction.
The Fire Official, Fire Subcode Official, and the Police Department of the Borough of Neptune City shall have concurrent jurisdiction to enforce the provisions of this chapter.

Notwithstanding the penalties hereinabove provided for violations of this chapter, the Borough of Neptune City shall be entitled to pursue any other remedy available at law or equity to enforce the provisions hereof.
