A. 
There is hereby imposed an annual sewer rental or charge for the use, operation, maintenance and construction of the sewers and sewerage system and disposal facilities in the Borough of Neptune City upon the owners of the properties served thereby at the rates hereinafter set forth.

B. 
Where the annual rate to be paid for use of the sewer system is based on the number of gallons of water consumed, then said annual rate is to be determined by the number of gallons of water used up to and including December 31 of the preceding year.
C. 
The number of gallons used in the preceding year is to be certified by the user to the Borough of Neptune City on or before the 15th day of January of each year.
D. 
Whenever the aforesaid certification is not given by the user to the Borough of Neptune City by the 15th day of January, it shall be the obligation of the Code Enforcement Department to obtain the certification of the number of gallons of water used in the preceding year. The cost incurred by the Code Enforcement Department in obtaining the certification shall be certified to the Tax Collector and, when approved by the Borough Council, shall be added as a service charge to sewer bill of that particular user.
The sewer rental in all cases not covered herein, and where the use of property is other than as permitted by the Zoning Ordinance of the Borough of Neptune City, or where special use permit is required, or for any industrial use which produces a waste material to be discharged into the sewer system, shall be established by the Borough Council of the Borough of Neptune City by separate contract in such amount as would be proportionate to its use of the sanitary sewer system.
A. 
Said sewer rental shall be payable in the same manner as real estate taxes in quarterly installments on or before February 1, May 1, August 1 and November 1 of each year. Water gallonage consumption information required shall be furnished by January 15 of each year.

B. 
If the sewer rental imposed hereby is not paid within 10 days from the date due, the same shall become delinquent and shall bear interest thereon at the same rate charged against delinquent taxes in the Borough of Neptune City and shall become a lien on said property and shall be collectible as in the case of other municipal taxes, charges or liens.
The Borough Tax Collector or such other person duly appointed by resolution of the Borough Council of the Borough of Neptune City shall:
A. 
Have charge of all the books and records of the collection of sewer charges.
B. 
Bill and make collections of all sewer charges.
Whenever sewer service to any property begins after the first day or terminates before the last day of any quarterly period, the charge shall be for that portion of the period during which said property is served.
