set forth at N.J.S.A. 4:22-17 et seq., no person shall permit, suffer

B. No dog owner shall permit his dog to trespass upon the property of
any other persons in the Borough of Saddle River nor suffer or permit
his dog to damage shrubbery, flowers, gardens or any other property

the complainant prove the defendant's knowledge, intention or
scienter.
D. Any person found violating this section shall be fined in the discretion
