The Mount Holly Springs Parks and Recreation Board shall consist of nine persons, all to be appointed by the Borough Council.
The members of the Board shall be appointed for terms of three years. Vacancies occurring otherwise than by expiration of a term shall be filled by the Council for the unexpired term.
The members of the Board shall serve without pay.
The members of the Parks and Recreation Board shall elect their own chairperson and secretary and shall select other necessary officers to serve for a period of one year.
The Parks and Recreation Board shall have the authority, within the limits and subject to the qualifications of the delegation to them by the Council, to supervise and maintain "recreation places" as defined by the Borough Code, which includes public parks, playgrounds, and other recreational centers and it shall be directly responsible to Council for the exercise of said powers. The Board shall have the power to adopt rules and regulations for the conduct of its business.
The Parks and Recreation Board shall annually submit to the Council a proposed budget for approval for the ensuing year, setting forth all proposed expenditures and programs.
