The Department of Social Justice and Equity is hereby created.
The Mayor shall annually on or before the first Monday in February
appoint a Director of Department of Social Justice and Equity who
shall hold office for one year from date of appointment and until
a successor is appointed.
The Director shall work to create equity and inclusion among
all populations in Quincy by providing cohesiveness and serving as
a channel for numerous departments, a resource for the school department,
and staff programs and activities to promote inclusive excellence
and welcoming environments for all. The Director shall be responsible
for the development and implementation of policy, program creation
and administration that promote diversity and equal opportunity for
both the solicitation of vendors and recruitment of employees, and
assessment of needs through internal and external outreach. The Director
is responsible for the daily oversight and scheduling of employees
of the Department of Social Justice and Equity. The Director must
create and maintain an appropriate database for tracking progress
of equity and inclusion. The Director will be expected to interact
with the public frequently as it relates to these core responsibilities.
The scope of the job is broad and includes responsibility for
all aspects of inclusion and equity through City Departments and services
to the community, including:
A. Assessment of existing conditions;
B. Frequent communication with City employees, appointees, and the community;
C. Organizes community-led processes to identify additional strategies
and programming opportunities;
D. Development of programming to incorporate the principles of equity
and inclusion;
F. Management and oversight of programming;
G. Conducting public awareness campaigns;
H. Hosting internal and external discussions with stakeholder constituencies;
I. Develop and conduct and annual survey of residents and City employees;
J. Serve as a resource to the Mayor, City Council, and School Committee
regarding policy development and implementation;
K. Identification of areas for improvement;
L. Enhance the City's presence in the community as a partner committed
to diversity, equity and inclusion, with state and local agencies,
local businesses, nonprofit organizations, community groups, etc.;
M. Creating a database to log concerns raised by internal or external
community members;
N. Preparation and implementation of annual department budget;
O. Training and supervision of department employees;
