No person shall operate or drive a vehicle within the Village at a speed greater than is reasonable and prudent under the conditions and having regard for the actual and potential hazards in existence.

Except when a special hazard exists that requires lower speed for compliance with § 109-11 of this chapter or when maximum speed limits have been duly established, no person shall operate or drive a vehicle within the Village at a speed in excess of 30 miles per hour.
