All property owners, their agents or any other person is hereby prohibited from planting a tree or trees between the sidewalk and the street line on any Village street, and any such tree or trees so planted shall be removed by the owner upon notice by certified mail by the Village within 30 days.
In the event that said owner of said premises shall not remove the same, the Village may remove said tree or trees and charge any cost or expense of such removal to the property owner adjacent to said tree.

Any person, firm or corporation violating the conditions of this chapter shall be punishable by a fine of not more than $250 or by imprisonment for a term not exceeding 15 days, or both, for each and every violation.
