No person shall operate or drive upon any improved public street or highway within the corporate limits of the Village of Canisteo, New York, any tractor, road roller, agricultural tractor, tractor crane, steam shovel or road-building machinery in such a manner as to destroy, break or injure the surface of any improved public street or highway; and prohibiting the use of lugs inserted in the wheels of such vehicles and extending beyond the surface thereof while operated or driven; and prohibiting the dragging of farm tools or machinery or other things upon or over the surface of any such street or highway in such a manner as is likely to destroy, break or injure such surface.
No person, firm or corporation shall operate or drive or cause, permit or allow to be operated or driven upon any improved public street or highway within the corporate limits of said Village of Canisteo any traction engine, road-building machinery or electric truck in such manner as to destroy, break or injure the surface of any such improved public street or highway.

Any person, firm or corporation violating any provisions of this article shall be punishable by a fine of not more than $250 or by imprisonment for a term not exceeding 15 days, or both, for each and every violation thereof.
