Every owner or occupant of a plot or parcel of land bounded by any street shall cause all hedges, trees, shrubs or other vegetation thereon to be kept trimmed in such manner that they will not encroach over the property line of any street or of Village property in such manner as to interfere with or annoy the pedestrians or others lawfully using such street or property, obstruct the light from the streetlights, or obstruct the view of approaching traffic on intersecting streets and, when notified by the Village by certified mail of a violation of the foregoing, shall remove such violation forthwith.
In the event that any of the above conditions exist after 10 days' notice by the Village, the Village may trim said trees or hedges, etc., and charge the cost of such trimming to the taxes of the premises.

Violation of this article shall be punishable by a fine of not more than $250 or by imprisonment for a term not exceeding 15 days, or both.
