The purpose of the OVL-7 Overlay District is to create a realistic
opportunity for the construction of boutique hotels in the SED-5 zone
district generally bounded by Interstate 287 (I-287)/Marine Hector
Cafferata Jr. Congressional Medal of Honor Highway/Pomeroy Road, Interstate
80 (I-80)/Christopher Columbus Highway, the properties fronting Jefferson
Road and Halsey Road.
All prohibited uses set forth in §
430-142 for the SED Specialized Economic Development Districts 3, 3A, 5, 5A and 10 shall apply in the OVL-7 Overlay District.
Boutique hotels shall have only the following accessory uses,
which shall be contained within the principal structure and shall
not have a direct exterior entrance:
A. Meeting rooms: one or more meeting rooms with an aggregate occupancy
capacity of 150 persons.
B. Restaurant: one restaurant/banquet room with dining area with a capacity
of no more than the lesser of 10% of the floor space of the principal
building or 150 seats.
D. Fitness center, limited to guests of the boutique hotel, as well
as conference and/or banquet attendees.
E. Dedicated office-type workspace not to exceed an aggregate floor
area of 1,500 square feet, limited to guests of the boutique hotel,
as well as conference and/or banquet attendees. Convenience seating
areas within hotel common areas shall not be counted within the workspace
aggregate floor area.
F. Convenience retail/gift shop with a gross floor area not to exceed
500 square feet, limited to guests of the boutique hotel, as well
as conference and/or banquet attendees.
G. Required parking, circulation, drainage, lighting, landscaping, and
solid waste management facilities and permitted signage.
The following dimensional requirements shall apply to the boutique
hotel overlay. Relief from these standards shall require variances
pursuant to N.J.S.A. 40:55D-70(c):
A. Minimum lot width: 300 feet.
B. Minimum front yard, principal buildings: 45 feet.
C. Minimum side yard, one, principal buildings: 50 feet.
D. Minimum side yard, both, principal buildings: 100 feet.
E. Minimum rear yard, principal buildings: 40 feet.
F. Minimum side and rear yard, accessory structure: 10 feet.
G. Maximum lot coverage by building (i.e., building coverage): 35%.
H. Maximum lot coverage by all buildings and pavement (i.e., impervious
coverage): 70%.
I. Maximum building height: 4 stories and 55 feet.
J. Minimum gross floor area: N/A.
Signs shall be regulated as provided in Article
XXXVIII, Signs.
The provisions of §
430-146C regarding storage shall remain applicable to a boutique hotel.
