If any section or part of this chapter shall be declared invalid
by the judgment of any court of competent jurisdiction, such section
or part shall be deemed to be severable from the remainder of the
chapter.
All ordinances or parts of ordinances inconsistent with this
chapter are hereby repealed to the extent of such inconsistencies
only, but all ordinances and resolutions to the extent that they are
not inconsistent shall remain in full force and effect.
This chapter shall take effect as an ordinance upon final passage
and publication according to law, and shall go into effect as a reorganization
resolution on July 1, 1982.[1]
