Notwithstanding the provisions of any other ordinance of the City of Taunton, the Municipal Council shall have the authority, in its discretion, to waive any fee or charge of the City or any of its departments, the amount of which is fixed by ordinance, upon a determination by the Municipal Council that the public interest so requires. This provision shall not be construed to authorize the waiver of any fee that is fixed by state law, and shall not require or constrain the Municipal Council to consider or to grant any fee waiver request.
The City of Taunton shall be exempt from all fees established under the ordinances of the City. Any person engaged in the construction, repair or alteration of a municipal building shall be exempt from the requirement to pay a fee for a building permit, inspection, connection to water or sewer utilities, or other similar fee or charge.
The Municipal Council shall have the authority, in its discretion, to grant waivers or credits toward City fees and charges in consideration of the public benefit of municipal infrastructure or public improvements that are installed, upgraded, repaired, removed or replaced by any person in undertaking a private construction project. Such waiver or credit may not exceed the estimated expense to the City that is avoided as a result of the municipal infrastructure or public improvement that is installed, upgraded, repaired, removed or replaced.
