As used in this chapter, the following terms shall have the meanings indicated:
FIRE WATCH
(As defined by NFPA) The assignment of a person or persons to an area for the express purpose of notifying the Fire Department, the building occupants, or both of an emergency; preventing a fire from occurring; extinguishing small fires; or protecting the public from fire or life safety dangers.
A. 
Fire watch is required by order of the Brookfield Fire Marshal or his or her designee under the following conditions:
(1) 
A required fire alarm/notification system will be nonfunctional in excess of four hours during which period the building is occupied.
(2) 
A required fire suppression/protection system will be nonfunctional in excess of four hours during which period the building is occupied.
(3) 
At any public assembly events, exhibit or other activity at which the Fire Marshal or his or her designee deems a potential hazardous condition to exist or which leads to the reduction of any life safety feature.
(4) 
Any events involving a display of fireworks, and indoor or outdoor flame effects and special effects.
B. 
Designated fire watch will continue for the duration of the event, or during occupied building hours until required systems are restored. All fire watch personnel will be paid hourly for a minimum of four hours or for the duration of the event.
A. 
The Brookfield Fire Marshal or his or her designee shall designate the required personnel and equipment required to perform such fire watch. Any personnel assigned to fire watch shall be subject to the Brookfield Fire Marshal's orders and shall remain on duty at all times while occupied and while such activity or event is being conducted or as required by the Fire Marshal.
B. 
The following staffing and apparatus requirements will serve as minimum requirements for any fire watch:
(1) 
Fire alarm/notification system: one designated personnel per unprotected floor level, or one firefighter for every 10,000 square feet.
(2) 
Fire suppression/protection system: one designated personnel per unprotected floor level, or for every 10,000 square feet. In addition, designated fire suppression apparatus and appropriate firefighters will be provided by the Brookfield Volunteer Fire Department or designated mutual aid department(s).
(3) 
Any public assembly events, exhibit or other activity at which the Fire Marshal or his or her designee deems a potential hazardous condition to exist or which leads to the reduction of any life safety feature: one designated personnel per every 300 occupants or guests. Certain events may also require a designated fire suppression apparatus and staff.
(4) 
Any supervised firework and/or special effect display requires a fully staffed fire apparatus and representative of the Brookfield Fire Marshal's office to be present from the time the fireworks or other display product arrives at the location of the designated site until such time that the event is complete and all product and debris are removed from the site.
A. 
All fees associated with fire watch personnel and apparatus are those set by the Fire Department and based on the Fire Department fee schedule and have been approved by the Board of Selectmen.
B. 
All payments are payable directly to the Fire Department performing fire watch.
