The Mayor shall be the chief executive and administrative
officer of the Township. He shall:
A. Enforce the Charter and ordinances of the Township;
B. Supervise all of the departments of the Township government;
C. Appoint all department heads with the advice and consent
of the Council, and any individual can serve in the dual capacity
of a Township employee and director;
D. Whenever a vacancy exists in any office required by
the Charter or ordinance to be filled by the Mayor with the advice
and consent of the Council, or whenever a permanent appointment has
not been made and there is no holdover incumbent, the Mayor may temporarily
fill such position, in the absence of any contrary provision in the
Charter or ordinance, by appointing an acting officer, including the
designation of himself as an acting director. Such appointee shall
have all of the functions, powers and duties of the office until it
shall be filled permanently. Any such appointment shall terminate
not later than 60 days after the date of appointment, unless the Council
shall, by resolution, authorize one or more extensions of that period;
E. Require each department to make an annual and such
other reports of its work as he may deem desirable;
F. Appoint all officers and employees for whose appointment
no other provision is made by Charter or ordinance, provided the position
is funded;
G. Make such recommendations for action by the Council
as he may deem in the public interest;
H. Report annually at the beginning of the year to the
Council and the public on the work of the previous year and the condition
and requirements of the Township government for the current year;
I. Appoint a confidential aide to serve as Confidential
Aide to the Mayor, at the pleasure of the Mayor;
J. Be authorized to negotiate and execute contracts,
and other legally binding obligations of the Township. Any such document
shall be approved by the Township Attorney for legal form and sufficiency
and then be signed by the Mayor and attested by the Clerk. This authorization
to contract is subject to law and any requirement of the Charter for
specific Council action or approval, and in no event shall the Mayor
enter into any commitment for services to the Council itself without
the approval of the Council;
K. Sign checks and drafts approved by the comptroller.
