[HISTORY: Adopted by the Township Council

No owner, agent, or any person shall rent or
lease or in any way deliver up for change of occupancy any residential
rental building or dwelling unit until a housing certificate has been
issued by the housing inspector.
A.
Such housing certificate shall only be issued upon
inspection of the property and finding that:
(1)
The visible parts of the property, buildings and structures
that are to be covered by the certificate have been inspected by the
Housing Inspector and that no visible violations of the Property Maintenance
Code exist; and
B.
Any use of the property in question or occupancy limitation
violations that take place on the property, that is not specifically
authorized by the certificate that is in effect at the time, shall
be deemed an illegal occupancy which is a violation of this section
and shall be subject to an immediate summons.
C.
A separate housing certificate shall be required for
each and every individual tenant space that exists on a property,
including but not limited to the occupancy of any building or part
thereof, or dwelling unit.[1]

The certificate shall indicate:

B.
These fees include the cost of the initial inspection
plus one reinspection. Additional reinspections, whether due to noncompliance
or inability to gain access for a scheduled reinspection, will be
charged $60 per reinspection visit. The cost for all inspections relating
to the issuance of a housing certificate shall be paid in full no
less than 24 hours prior to the scheduled reinspection.

C.
A temporary housing certificate will only be considered
upon written request setting forth the reason for the request and
a time schedule setting forth the unfinished items and when they will
be completed, and then only if all safety issues are found to be in
compliance.
