Except as otherwise indicated in this chapter, parking is hereby prohibited at all times in the following portions of the public parking lots:

A. 
Parking in the Municipal Parking Lot on Ashford Avenue shall be limited to a period of four hours or less between the hours of 7:00 a.m. to 9:00 p.m., excluding the personal cars of the Village staff, Police Department, the Village Court personnel and volunteer fire fighters in the performance of their official duties, such vehicles to be registered with the Chief of Police. Any request for a variance from this four-hour time period shall be granted only with permission from the Chief of Police or his designee.

B. 
Parking in the ASVAC Parking Lot shall be restricted to Ambulance Corps personnel and functions.
C. 
There shall be no parking on the property occupied by the Ardsley Public Library on American Legion Drive, except for individuals with disabilities in such spaces as are designated for that purpose.

D. 
There shall be no parking in the Ardsley Public Library parking lot on American Legion Drive, except for library patrons, library personnel and on-duty volunteers.

E. 
Parking for nonlibrary purposes in the Ardsley Public Library parking lot will be allowed on a limited basis to Village service organizations, with the permission of the Ardsley Library Director as an agent of the Library Board, after notification to the Ardsley Chief of Police.

Notwithstanding the above regulations, the Village Board of the Village of Ardsley may impose additional restrictions on one or more parking spaces in any parking meter zone by simple resolution and such parking spaces shall be identified with signage conveying said restrictions.

Parking in the Village Green and Bridge Street parking meter zones specified in § 143-4 above shall be allowed by permit between the hours of 8:00 a.m. and 8:00 p.m. Such parking permit shall be affixed to the driver's side of the rear bumper. The Village Clerk shall issue such parking permits on an annual basis and shall collect therefor the fees set forth in § A210-3 of the Ardsley Village Code for the issuance of such permits.
