unique and significant component of Ardsley's commercial center and
that they provide an important service to Village residents. It is
the purpose of the B-3 Shopping Center Business District to control
the continued use, development and redevelopment of shopping center
properties so that they will provide that service in a way which is
harmonious with the basic residential character of the community and
will produce safe traffic and pedestrian access and circulation, with
adequate and convenient off-street parking and loading facilities.
