The Mayor is hereby designated, pursuant to
N.J.S.A. 40A:14-118, as the person to whom the Chief of Police shall
be directly responsible for the efficiency and routine day-to-day
operations of the Police Department.

The Mayor shall establish such policies, in
accordance with law, as he deems appropriate for the operation of
the Police Department.

The Chief of Police shall be responsible to
the Mayor for the effectuation of the policies established by the
Mayor, and the Chief shall:
A. Administer and enforce rules and regulations and special
emergency directives for the disposition and discipline of the force
and its officers and personnel;
B. Have, exercise, and discharge the functions, powers,
and duties of the force;
C. Prescribe the duties and assignments of all subordinates
and other personnel;
D. Delegate such of his authority as he may deem necessary
for the efficient operation of the force, to be exercised under his
direction and supervision; and
E. Report at least monthly to the Mayor on the operation
of the force during the preceding month and make such other reports
as may be required by the Mayor.

A. The
Department shall consist of not more than 113 full-time active-duty
members. The table of organization shall be as follows:
(1) Not more than one Chief of Police;
(2) Not more than one Deputy Chief;
(3) Not more than three Captains;
(4) Not more than seven Lieutenants;

(5) Not more than 18 Sergeants; and

(6) Not more than 81 patrol officers.
B. Any
position that is authorized under this table of organization shall
be filled at the discretion of the Mayor.
C. Any
position heretofore established under a previously adopted table of
organization which is in excess of the number of positions currently
authorized shall be retained by the incumbent member occupying said
position until a vacancy is created by the retirement, removal, death
or resignation of the incumbent member.

A. Except
as otherwise set forth herein, appointments to the Police Department
shall be made in accordance with applicable law from lists of eligible
candidates provided to the Township of Parsippany-Troy Hills by the
New Jersey Department of Civil Service.
B. In accordance
with the provisions of N.J.S.A. 11A:4-1.3, appointments for temporary
entry-level officers may be made, in the sole discretion of the appointing
authority, without any requirement to take an examination for an entry-level
law enforcement officer position for persons who successfully complete
a full Basic Course for Police Officers training course or a full
Basic Course for Correction Officers training course at a school approved
and authorized by the New Jersey Police Training Commission within
nine months from the date of appointment.

C. In appropriate
circumstances, any and all applicants for appointment shall be required
to complete a physical and psychological examination.

The Department, under the supervision and direction
of the Chief of Police, shall:
A. Preserve the public peace, prevent crime, and detect
and arrest offenders against the penal laws and ordinances effective
within the Township.
B. Administer and enforce laws and ordinances to regulate,
direct, control and restrict the movement of vehicular and pedestrian
traffic and the use of the streets by vehicles and persons generally.
C. Remove all nuisances in the public streets, parks
and other public places.
D. Inspect and observe all places of public assemblage
and all places of business requiring any state or municipal license
or permit and report thereon to the appropriate department.
E. Operate a training program to maintain and improve
the efficiency of the members of the force.

Pursuant to N.J.S.A. 40A:14-141, there shall
be one or more Police Chaplains appointed by the Mayor for one-year
terms, each such term to commence January 1 and to end December 31
of each calendar year. The Police Chaplain shall serve as a member
of the Police Department without rank and without salary. Persons
appointed and serving as Police Chaplains shall be ordained clergymen
in good standing, serving in congregations within the Township.

The hourly fee for traffic control services
or security services provided by special police officers of the Township
Police Department shall be based on the hourly wage paid to the special
officer assigned to the project and as dictated by the established
white collar salary ranges in effect at the time. There shall be an
additional fee of $2 per hour to offset administrative charges.

All police officers with the exception of special
law enforcement officers shall be entitled to the following benefits
upon retirement:
A. The Township shall pay the entire cost of health care
premiums for all retired officers (and their eligible dependents)
who retire in good standing on a disability pension from the Police
and Firemen's Retirement System; provided, however, that such health insurance coverage
shall become secondary coverage at such time that the retired officer
becomes eligible for coverage under the Federal Medicare Program.
B. The Township shall pay the entire cost of health care
premiums for all retired officers (and their eligible dependents)
who retire in good standing with 25 years or more of service credit
in the Police and Firemen's Retirement System and with at least 15 years of service with the Township
at the time of retirement; provided, however, that such health insurance
coverage shall become secondary coverage at such time that the retired
officer becomes eligible for coverage under the Federal Medicare Program.

A. The
fees for full-time police officers of the Township of Parsippany-Troy
Hills for off-duty services shall be as follows:
(1) All off-duty (per hour rate):

Discounted regular rate: $50.
(d)
Discounted premium rate: $75.
(2) Effective April 1, 2023, the off-duty, per hour rate shall be:

(a)
Regular rate: $95. Premium at 1.5X.
(b)
Township rate: $75. Premium at $98.
(c)
Discounted rate (See Subsection
C): $75. Premium at 1.5X.
B. Services
performed by off-duty, full-time police officers of the Township of
Parsippany-Troy Hills shall be billed at a minimum duration of four
hours up to the fourth hour worked at the regular rate. All work in
excess of four hours will be billed at a minimum duration of eight
hours up to the eighth hour work at the regular rate. Any work in
excess of eight hours will be billed in two-hour segments at the premium
rate. The premium rate shall also be billed for any work that is performed
on those holidays observed by the Parsippany-Troy Hills Police Department.
C. Notwithstanding the provisions of Subsection
B herein, a discounted regular rate shall be charged for the first eight hours of any shift to any person, firm, or corporation, including any public utility, who hires off-duty full-time police officers of the Township of Parsippany-Troy Hills for a minimum of four hours per day, five days per week, every week, for a minimum of six consecutive months. To qualify for the discounted regular rate, the necessary quantity of hours for the entire six-month period must be contracted for at least 14 days in advance of the first day of the applicable six-month period. For all persons or entities that qualify for the discounted regular rate, the discounted premium rate shall be charged for each hour worked on a holiday observed by the Township of Parsippany-Troy Hills Police Department and for each hour worked in excess of eight on a single shift.
D. Any
work requiring the use of a marked vehicle will be billed to the employer
at the following rate.

E. For
failure to notify the Police Department a minimum of two hours prior
to a scheduled off-duty job, or if the police officer reports to the
scheduled job and the contractor cancels, the contractor will be charged
a minimum of four hours at the appropriate rate.
F. There
shall be an additional charge of $15 per hour to offset administrative
charges.

G. All payments will be handled through Extra-Duty Solutions, or other
third-party vendor selected by the Township to administrate and perform
actions related to the off-duty employment process. The third-party
vendor may charge an additional fee for services that are above and
in addition to the fee structure stated above and utilize business
collection rules as set forth in the contract between the Township
and the third-party provider. Any third party-vendor fee is the extra-duty
contractors' responsibility.

H. Class II
Special will only be allowed to work jobs not filled by full-time
Township police officers.
