There shall be a Department of Senior Citizen Affairs, the head of which shall be the Director of Senior Citizen Affairs. Subject to the supervision and direction of the Mayor, the Director shall supervise and direct the work of the Department.
The functions of the Department shall relate to the planning, operation and coordination of senior citizen programs and activities. The Department, subject to the Charter and ordinances, shall:
A. 
Establish and develop a senior center which shall be available to all seniors to serve as the focal point and base from which a comprehensive range of services and programs are conducted.
B. 
Obtain the use of a senior citizen van or similar type vehicle for the transportation of elderly residents of the city.
C. 
Provide outreach to homebound seniors in the form of liaison services with health and social service facilities and organizations.
D. 
Provide information and referral services to senior citizens for state and federal assistance programs.
E. 
Offer educational and recreational programs and functions which will provide participants with creative outlets which are challenging and enjoyable.
F. 
Provide transportation services to senior citizens to assist in day-to-day living requirements, including food shopping, banking and medical attention needs.
G. 
Offer such other services as the Director shall deem necessary in order to meet the needs of the senior citizen members of the city.
There shall be a full-time Director of Department of Senior Citizen Affairs, who shall:
A. 
Administer the work of the Department with the assistance of such policy guides as may be established by ordinance.
B. 
Supervise the operation of the the Long Branch senior center and the activities of all persons utilizing such facility.
C. 
Assist the administration in the fulfillment of goals and objectives of the Department.
D. 
Recommend to the city certain programs, activities, improvements and matters of importance which will benefit the city's senior citizens, as well as alleviate problem areas of concern to those city residents who are senior citizens.
E. 
Identify senior citizens residing in the city.
F. 
Maintain records as may be required to control departmental receipts, property and personnel, to evaluate programs and to provide information for budgeting, public reporting, planning and financing of programs.
The Department may adopt suitable rules and regulations for the safety and conduct of persons using recreational facilities and for the preservation of public peace and order at public events under its jurisdiction.
