The purpose of this chapter is to afford police power to administer the erection and maintenance of all types of signs for the welfare of the general public. In order to preserve the basically residential character of this community and to facilitate the improvements of its business and industrial areas in a safe and orderly manner, commercial advertising billboard signs shall not be permitted except as set forth in §
284-14, and all other signs which are not expressly validated elsewhere in this chapter shall not be permitted, and all such signs as well as all other signs which do not conform to the specific requirements and standards set forth in this chapter are specifically prohibited.
