Fixed amount and variable amount sewer service charges shall be collected from the users of the public sanitary sewer system which proportions the cost of operation and maintenance to the users of the public sanitary sewer system based on their wastewater contribution, including replacement costs.
A. 
The fixed sewer service charge shall consist of a fixed amount, not associated with any flow allowance, deemed to be an availability charge assessed to all single-family residences, apartment units, businesses, institutions, and any other class of users not mentioned. It shall be determined by the Town Council to be sufficient to reimburse the Town for costs associated with the maintenance of individual sewer services and administration of individual sewer accounts. The charge shall apply to users with a flow rate of up to 30,000 gallons per quarter (1.5 times the average single-family usage). Users with flow rates exceeding 30,000 gallons per quarter shall be assessed an additional availability charge for each 30,000 gallons per quarter of used service to cover increased service maintenance costs. All multiplier calculations shall be rounded up to an even number.

B. 
The variable sewer service charge shall consist of a variable amount to be determined by the Town Council to be sufficient to reimburse the town for costs associated with operating, maintaining and improving the sewerage system, as well as for sums expended for retiring bonds or other debt associated with the planning, designing, acquiring, construction and expanding of the sewerage system. This amount shall be assessed per 1,000 gallons of metered sewer usage. If no water meter or sewer meter is present this amount shall be assessed per 1,000 gallons of water usage, using an average of 20,000 gallons of water usage per quarter.
C. 
The sewer service charge fee is established by the Town Council and shall be paid in advance to the Town as stated in the Code of the Town of Georgetown, Chapter 98, § 98-5, Utility services.

Water meters shall be read by the town and bills submitted quarterly to each user for usage during the previous quarter (three months).
The Town Manager shall assess and collect a penalty for all delinquent sewer service charges in accordance with the Charter of the Town of Georgetown.
Wastewater facility charges to out-of-town users shall be at a rate of 1.5 times the in-town user rate established by the town.
In addition to wastewater facility rates, out-of-town users served by sewage transmission system requiring wastewater pumping, solely for the use of said users, shall pay for the operation and maintenance of said facilities. Charges will be based on the preceding year costs plus an inflationary factor of 5% per annum. Charges for users utilizing such facilities will be assessed as follows:

Bills for wastewater facility charges shall be mailed to the address specified in the application for permit to make the connection unless and until a different address is specified by the owner or user of the property to the Town of Georgetown. Failure to receive a bill as a result of incorrect address or otherwise shall not excuse nonpayment of bill or extend the time for payment.
Bills for wastewater facility charges shall be payable 30 days after the date of billing for the period.
Sewer service charges shall be reviewed on a annual basis by the Mayor and Council of Georgetown. Each user of the wastewater facilities will be notified annually of effective user charge rates either by mail or advertisement in a paper of general circulation within the Town of Georgetown.
