There is hereby created the position of civilian dispatcher. Said position shall be for a term of one year commencing January 1 of each year. Said position shall be part-time or full-time as determined within the sole discretion of the Township Committee. Any applicant for said position must be at least 18 years old, a United States citizen, possess a high school diploma or equivalent, read and write English fluently, and be able to communicate via two-way radio.
Dispatchers shall receive compensation to be fixed in the annual salary ordinance and to be paid at the time and in the same manner as other Township officials are paid.
Dispatchers shall perform all duties related to the receipt of calls for assistance to the municipal police desk, dispatch of appropriate personnel to respond to the same, including any related recordkeeping. Said duties shall be at the direction of the Chief of Police or his or her designee and shall at no time encompass any duties which must be carried out by law or agreement by police officers within the Township's employ nor shall said individuals have right to bear firearms or the power of arrest.
There is hereby created the position of department safety delegate. Said position shall be either the supervisor of said department or his/her delegate. Each department head shall inform the Township Committee prior to the annual reorganization meeting who shall fill said position for that calendar year. In the event that the department head does not act the Township Committee may fill said position. The duties of said position shall include but not be limited to the regular inspection of the physical work conditions and practices employed within those locations. Said delegate shall report to the Committee on an annual basis said conditions and shall report immediately any condition or practice which he/she believes may endanger the public health, safety or welfare or that of municipal employees. Said assignment shall be part of the normal work assignments and direction within the powers of the respective department heads and shall, therefore, be performed without additional compensation for the same.
A. 
There is hereby created the position of Safety Coordinator. Said position shall be for a term of one year commencing on January 1.
B. 
The duties of said position shall include but not be limited to:
(1) 
Supervise loss control activities within each facility/department within the municipality.
(2) 
Act as the coordinator between department heads, the safety delegates and outside contacts.
(3) 
Review accident investigation reports made by the safety delegates and municipal employees and prepare reports for the Township Committee and any other municipal officials, such as the Township Attorney or insurance agents, who may require the same.
(4) 
Communicate and disseminate information generated within the Loss Control Program.
(5) 
Establish and preside over the Safety Committee.
(6) 
Conduct routine safety meetings (not less than quarterly) and tend to the production of minutes of said meeting.
(7) 
Maintain right-to-know files (hazardous communication standards), ensure that information is provided to all safety personnel and coordinate with the appropriate municipal officials communications between said safety personnel relative to the same.
The Safety Coordinator shall receive compensation as fixed in the annual salary ordinance and shall be paid at the time and in the same manner as other Township officials are paid.
There is hereby created the position of Emergency Management Coordinator. Said position shall be for a term of three years commencing upon the date of appointment. The duties of said position shall be as set forth in App. A:9-40.4 to be responsible for the planning, activating, coordinating, and the conduct of emergency management operations within this municipality.
There is hereby created the position of Deputy Emergency Management Coordinator. Said position shall be filled by the Chief of Police during his or her term of office. Said position shall involve assisting and coordinating efforts with the Emergency Management Coordinator in the discharge of his or her statutory duties. Said position shall be without additional compensation.
The Emergency Management Coordinator shall receive compensation as fixed in the annual salary ordinance and shall be paid at the time and in the same manner as other Township officials are paid.
