Rates for each water district obtaining water
from a common source shall be determined from time to time by the
Town Board. Meter readings shall be prorated for periods less than
full billing periods only when written requests to shut off service
are received by the Water Department at least seven days in advance.
New connections will be prorated to the end of the current billing
period. A service charge equal to the minimum rate of the specific
district shall be charged to reinstall a water meter which can be
removed at the request of the consumer.

Water consumption statements shall be billed
quarterly, every three months. Bills are to be paid on or before the
30th day of the month in which the charge is made. An added charge
of 10% must be collected when payment is made after the 30th day.
Failure to receive bills shall be no reason for not paying the ten-percent
added charge. All meter or service repair bills due to owner negligence
will be added to and become a part of the regular water bills.
The Water Superintendent will not issue any
permits for the use of hydrants, unless there is no other possible
way to get water without reasonable hardship. No permits will be issued
in winter. If the Water Superintendent issues a temporary permit,
the person or persons making application will pay a fee of $5. Additional
charges will be made for water used in accordance with the schedule
of water rates. Hydrants to be used shall be designated by the Water
Department. The customer shall pay the authorized fireman to operate
the hydrant.
All provisions of these rules and regulations apply, modified as follows: All service connections made to privately owned mains or common supply pipes must be made in accordance with these rules and regulations, entirely without expense to the water district. There shall be no obligation to provide any applicant outside the water district with a new service connection, regardless of precedent, and water can only be furnished to any user outside the water district mains and must conform to the specifications for service connections. Outside users shall pay the rates as established in §
71-24.

A. A "fire line" is defined as ductile iron waterline
making a connection to the water district for the purpose of supplying
water situated thereon, or a ductile iron waterline making a connection
to the buildings situated on private property for the purpose of extending
said line into buildings situated on private property for the purpose
of supplying sprinkler heads, hose reels or hydrants.
B. The following items shall be installed just inside
the building walls: a Watts 900 series or equal reducing-pressure-principal
backflow preventer with gate valves equipped with elbow and air gap
attachments.
C. The semiannual rate to be paid by the property owners
to the water district for each fire line connection shall be as follows:

D. The terms of payment for each fire line connection
as aforesaid shall be net cash; statements are to be rendered by the
water district on or about each April 1 and October 1 for the preceding
six months. Any fire line connection made within the six-month period
prior to the next billing date shall be prorated by the water district,
and the property owner shall pay only for that period of time during
which the connection is made.
