This chapter shall be known as the "Bern Township Recreation Board Ordinance."
The purpose of this chapter is to establish a Recreation Board to supervise,
regulate, equip and maintain township-funded recreation programs and facilities
in Bern Township for the use and benefit of the residents of Bern Township.
It is also intended that the Recreation Board shall participate in the management,
supervision, maintenance and equipping of recreation programs and facilities
funded in part by Bern Township pursuant to an adopted intergovernmental cooperation
agreement.
The Recreation Board shall consist of five members who shall be adult
residents of Bern Township at the time of their appointment by the Board of
Supervisors and who shall remain residents of Bern Township throughout the
term of their service as Board members.
The members of the Recreation Board shall serve without pay but may
be reimbursed by the Board of Supervisors for all reasonable and necessary
expenses incurred in performing their duties. Reimbursement of expenses shall
be made in accordance with a written policy established by Board of Supervisors
in consultation with the Township Auditors or the certified public accounting
firm retained by the township to conduct the annual audit if in fact a certified
public accounting firm is so employed. Nothing herein shall preclude the establishment
of an operation expense budget by the Recreation Board for operational expenses.
The initial appointees shall be appointed for terms of service as follows:
first and second appointees - three years; third and fourth appointees - four
years; and fifth appointee - five years. Thereafter, each member appointed
or reappointed shall serve for a term of five years, except in the case of
vacancies occurring other than by expiration of term as provided in the Second
Class Township Code, 53 P.S. § 67204 (b).
The members of the Recreation Board shall, at the first meeting of every
calendar year, elect a Chairman and Secretary and select all other necessary
officers to serve for a period of one year. The Recreation Board may adopt
rules and regulations for the conduct of all business within its jurisdiction
and do every other lawful act and thing necessary to exercise its powers and
carry out its functions as may be delegated by the Board of Supervisors.
The Recreation Board shall submit an annual report to the Board of Supervisors,
including an analysis of the adequacy and effectiveness of community recreation
areas, facilities and leadership, as required by the provisions of the Second
Class Township Code, 53 P.S. § 67204(b).
