A. 
In order to facilitate the movement of traffic and to combat the hazards of snow and ice on the snow emergency routes named pursuant to this article, the Roadmaster or the Chairperson of the Board of Supervisors, in his discretion, may declare a snow and ice emergency (designated in this article as a "snow emergency"). Information on the existence of a snow emergency may be given by the Township through radio, newspaper or other available media, and information on the termination of the emergency may be given by use of the same media.
B. 
Supremacy. During a snow emergency, this article shall supersede and shall have supremacy over all other ordinances, laws or regulations promulgated by the Township concerning motor vehicle operations and parking on the streets, roads or highways in the Township.
A. 
No person shall park a motor vehicle (as defined in the Vehicle Code of the Commonwealth of Pennsylvania) or permit it to stand unattended upon any streets, roads or highways which the Township has a duty to maintain and has designated as snow emergency routes, as designated in Schedule XVIII (§ 170-55) hereof, after a snow emergency has been declared by the Roadmaster of the Township of Bern or by the Chairperson of the Board of Supervisors of the Township.
B. 
Parking of motor vehicles on the designated snow emergency routes shall not be resumed until after the snow removal equipment of the Township has plowed or otherwise removed the snow and rendered the thoroughfare passable.

Streets, roads or highways which the Township has a duty to maintain and which are not designated as snow emergency routes may be posted with a notice of when parking will be prohibited during plowing and clearing operations.

No person shall drive or operate any motor vehicle on a snow emergency route during a snow emergency unless that vehicle is equipped with snow tires or chains.
The streets or parts of streets described in Schedule XVIII (§ 170-55), attached to and made a part of this chapter, are hereby designated as snow emergency routes.
A. 
If, at any time during a period of snow emergency declared under this Article, a person shall park a motor vehicle or allow a motor vehicle to remain parked anywhere upon a snow emergency route, that person shall be guilty of a violation of this Article and, upon conviction, shall be punishable as provided in § 170-25 of this chapter.
B. 
If, at any time during a period of snow emergency declared under this article, a person shall drive a motor vehicle upon a snow emergency route without having that vehicle equipped with snow tires or chains, that person shall be guilty of a violation of this Article and, upon conviction, shall be punishable as provided in § 170-37 of this chapter.
