The municipal government shall be organized
into departments, boards, commissions, councils and offices as follows:
A. Departments. There is hereby established and/or continued
the following departments and offices in the Township.
(3) Department of Public Works.
(4) Department of Community Development and Land Use.

B. Boards, offices, councils and commissions and committees.
There is hereby established and/or continued the following boards,
councils, commissions, committees, authorities and miscellaneous bodies
in the Township:
(1) Citizen's Advisory Committee for Community Development.
(5) Zoning Board of Adjustment.
(6) Bureau of Fire Prevention.
(7) Alliance to Prevent Alcoholism and Drug Abuse.
(8) Mobile Home Rent Stabilization Board.
C. Miscellaneous offices. There is hereby established
and/or continued the following municipal offices and/or positions
under the supervision of the Township Manager:
(1) Office of Emergency Management.
(2) Township Prosecutor or Alternate Prosecutor.
(3) Township Public Defender.
(5) Administrative Assistant.
(6) Insurance Fund Commissioner.
(9) Office of Public Assistance.
(10) Office of Senior Citizen's Services:
(a)
Senior Citizen's Advisory Council.
(11) Office of Youth Counseling Services:
(a)
Youth Guidance Counselor.
The head of a department subject to the Charter
and this chapter and the approval or direction of the Manager shall:
A. Prescribe the internal organization of the work of
his/her department.
B. Direct and supervise the subordinate officers and
employees of the department and make, alter and enforce individual
work assignments.
C. Approve or disapprove payrolls, bills and claims chargeable
to the departmental appropriations.
D. Maintain such records or work performance and unit
costs thereof as may be approved or required by the Manager.
E. Provide such information and reports on the work of
the department as may from time to time be required by the Manager.
F. Exercise such other or different powers of administration,
supervision and direction as the Manager may delegate to the department
head.
Except as otherwise specifically provided by
this chapter or by state statute, term appointments shall expire December
31 of the last year of the term of the appointment, and vacancies
shall be filled only for the balance of the unexpired term.
No rule or regulation made by any department,
officer, agency or authority of the municipality, except such as relates
to the organization or internal management of the municipal government
or a part thereof, shall take effect until it is filed either with
the Municipal Clerk or in such other manner as may be provided by
ordinance. The Council shall provide for the prompt publication of
such rules and regulations.
