The purpose of this article is to establish an Affordable Housing Advisory Committee to review affordable housing issues and make recommendations to the Township Council based on the rules and regulations and all applicable state law concerning said issues. It is the belief of the Township Council that said Committee will provide invaluable input from residents of the Township to the Council.
There is hereby established within the Township of Howell an Affordable Housing Committee consisting of five members to be appointed by the Township Council. Said members shall serve without compensation. The Affordable Housing Committee shall be made up as follows: two members shall have a two-year term and three members shall have a one-year term. The Chairperson shall hold one of the two-year terms and shall be appointed by the Township Council. Thereafter and subsequent to the initial term, all terms shall be two years. All members shall be residents of the Township of Howell.
It shall be the duty of the Affordable Housing Advisory Committee to perform the following duties and functions:
A. 
To recommend to the Township Council the adoption of any rules and regulations necessary and appropriate to supplement applicable state law, provided that such rules and regulations shall be in furtherance of and not inconsistent with applicable state law or state rules and regulations established in the New Jersey Administrative Code. In furtherance of this Advisory Committee's duties to recommend and advise the Township Council, it shall:
(1) 
Recommend the development and implementation of affirmative marketing plans as to lower-income housing programs undertaken by the Township.
(2) 
Carry out conditional advisory responsibilities as necessary to fulfill the Township's Affordable Housing Program in accordance with this article, state law and state administrative regulations.
(3) 
Seek out sources of government funding that will assist the Township in meeting its goals of supplying affordable housing and, upon authorization by the Township Council, prepare and submit applications to secure such funding.
(4) 
Suggest to the Township Council the disbursement of funds from the Housing, Rehabilitation and Assistance Fund, if such funds are available, for rehabilitation and for other projects and assistance in accordance with this article, state law and administrative regulations.
(5) 
Suggest potential affordable housing sites to the Township Council for inclusion in the Township's Municipal Master Plan.
(6) 
Undertake such other advisory activities as may be authorized by the governing body or the Township Manager.
Any funding to be provided for any professional assistance must be authorized through the Township budget and with the approval of the Township Manager.
