The purpose of this article is to protect the environment and public health by prohibiting unplanned and inappropriate disposal of solid waste in the Township of Howell.
The Township Council of the Township of Howell finds based upon the reports of PMK and T&M Associates and the Monmouth County Health Department groundwater monitoring results at the W.M.I. landfill that the additional disposal of solid waste threatens both the natural resources and public health and safety. In addition, the Township Council has found that the Board of Chosen Freeholders of Monmouth County has the legal authority to permit or prevent solid waste disposal within any Township within Monmouth County.
The disposal of solid waste anywhere within the Township of Howell shall be prohibited unless such activity has been duly authorized by the Board of Chosen Freeholders of Monmouth County.
