The Board of Trustees of the Free Public Library,
as constituted and empowered pursuant to law, is continued.

Pursuant to N.J.S.A. 40:55D-1 et seq., the composition, powers and duties of the Planning Board of the Village of Ridgewood shall be as provided in Article
II of the Land Use and Development Ordinance.

A. Generally.

(1) There shall be an Emergency Management Council consisting
of not more than 15 members to be appointed by the Village Manager
in accordance with the provisions of the Charter and all applicable
state laws and regulations.
(2) The Council shall have all the functions, powers and
duties prescribed by general law, executive order, ordinance or resolution.
(3) The Mayor shall appoint an Emergency Management Coordinator
from among the residents of the Village in accord with the provisions
of N.J.S.A. App. A:9-40.1.
(4) The Emergency Management Coordinator shall be Chairman
of the Council. The Emergency Management Coordinator shall appoint
a Deputy Emergency Management Coordinator who shall serve in his place
and stead in the event of his incapacity or inability and otherwise
with such authority and duties as may from time to time be delegated
by the Emergency Management Coordinator or granted by law.
B. Definitions. The following definitions shall apply
in the interpretation of this section:

DECLARATION OF STATE OF LOCAL DISASTER EMERGENCY
A proclamation by the Emergency Management Coordinator that
a disaster has occurred or is imminent which requires activation of
all or part of the Village emergency management forces, declaring
a state of local disaster emergency to exist.
DISASTER
Any unusual set of circumstances which endangers the health,
safety or resources of the residents of the Village and which is or
may become too large in scope or unusual in type to be handled in
its entirety by regular municipal operating services.
EMERGENCY
Includes disaster and war emergency, as defined herein, and
shall exist upon proclamation by the Emergency Management Coordinator.
EMERGENCY MANAGEMENT COUNCIL
The emergency services of the Village shall help in carrying
out basic governmental functions of maintaining the public peace,
health and safety during an emergency. This shall include plans and
preparations for protection from and relief, recovery and rehabilitation
from the effects of an emergency.
EMERGENCY MANAGEMENT FORCES
The employees, equipment and facilities of all Village departments,
boards and commissions and, in addition, all volunteer personnel,
equipment and facilities contributed by or ordained from volunteer
persons or agencies.
LOCAL DISASTER EMERGENCY
Includes any disaster or the imminence thereof which affects
the Village, but is not so severe as to require action by the Governor
or the County Disaster Control Coordinator as described in the New
Jersey Civil Defense and Disaster Control Act (N.J.S.A. App. A:9-33
et seq.).
MANAGER
The Village Manager or acting chief executive of the Village.
REGULATION
Includes plans, programs and other emergency procedures for
emergency management operation promulgated in accordance with this
chapter.
VOLUNTEER
Any person duly appointed by the Emergency Management Coordinator
and assigned to participate in emergency management control activity
serving without remuneration.
WAR EMERGENCY
Includes any disaster occurring anywhere within the Village
as the result of enemy attack or the imminent danger thereof.
C. Emergency operations plan. The Village shall prepare
a written emergency operations plan with all appropriate annexes necessary
to implement the plan. The emergency operations plan shall conform
to all relevant federal and state statutes, rules and regulations
concerning emergency operations and shall include the identification
of significant hazards affecting the jurisdiction. The plan shall
be based upon planning criteria, objectives, requirements, responsibilities
and concepts of operation for the implementation of all necessary
and appropriate protective or remedial measures to be taken in response
to an actual or threatened emergency as determined by the State Director
of Emergency Management.

D. Duties and powers of the Municipal Emergency Management
Coordinator.

(1) The Emergency Management Coordinator shall be responsible
for planning, activating, coordinating and the conduct of emergency
management operations within the municipality.
(2) Whenever, in the opinion of the Municipal Emergency
Management Coordinator, a disaster has occurred or is imminent, the
Municipal Emergency Management Coordinator shall proclaim a state
of local disaster emergency within the municipality. The Municipal
Emergency Management Coordinator, in accordance with the regulations
promulgated by the State Director of Emergency Management, shall be
empowered to issue and enforce such orders as may be necessary to
implement and carry out emergency management operations and to protect
the health, safety and resources of the residents of the municipality.
E. At all times when the orders, rules and regulations
made and promulgated pursuant to this section shall be in effect,
they shall supersede all existing ordinances, orders, rules and regulations
insofar as the latter may be inconsistent therewith. This section
is adopted to complement the New Jersey Civil Defense and Disaster
Control Act (N.J.S.A. App. A:9-33 et seq.) and regulations promulgated
thereunder and must be read and interpreted in conjunction therewith.
Pursuant to N.J.S.A. 2A:8-1 et seq., the Municipal Court of the Village is hereby established.
