No person shall go from door to door or place
himself in the streets to beg or gather alms.

As used in §§
215-3,
215-4, and
215-7, the term "public place" shall mean any street, sidewalk, curb, municipal public parking facility, park, playground, place, property or other open area of public resort owned by the Village or the Board of Education of the Village of Ridgewood.
The following conduct in or about public places
shall be prohibited:
A. Cutting, injuring, defacing, removing, disturbing,
marking or writing upon any tree, shrub, building, fence, bench, sign,
monument, memorial or other structure, apparatus or property; lounging,
idling, sitting or lying on any monument or memorial; picking, cutting
or removing any shrub, brush, bush, plant or flower.
B. Selling or displaying or offering to sell goods or wares, except by special permit as provided by §
215-4.
C. Conducting exhibitions or entertainment, except by special permit as provided by §
215-4.
D. Uttering of abusive, indecent or profane language.
E. Fighting or other conduct disruptive of the public
peace.
F. Betting, gambling and gaming.
G. Consumption of alcoholic beverages or possession of the same in opened or nonoriginal containers, except in areas designated from time to time by the Village Manager and with the written approval of the Village Manager as provided by §
215-4.

I. Interference with or failure to obey any police officer
or parks or playgrounds personnel in the proper performance of their
duties.

The Village Manager is hereby authorized and empowered to issue permits for activities enumerated in §
215-3 requiring the same and not otherwise violating any ordinance, rule or regulation of the Village upon his determination that the public health, safety and general welfare will not be endangered thereby. Written application for permits must be made in duplicate to the Village Clerk at least seven days in advance of the occurrence of the proposed activity.
No person shall engage in hunting within the
limits of the Village.
No person shall obstruct or interfere with any
person lawfully being in or upon any street.

In any and all municipal public parking facilities the following
shall be prohibited:
A. It shall
be prohibited for anyone to possess a skateboard other than carrying
it in one's hands while in transit through the parking facility.
B. Operation
of a nonmotorized bicycle, unicycle, or three-wheeler on any level
other than the ground level of the facility.
C. Operation
of a nonmotorized bicycle, unicycle, or three-wheeler other than to
park or retrieve it from the on-site parking area.
D. Operation
of a motor-assisted bicycle, unicycle, or three-wheeler on any level.
E. Loitering
for any purpose other than to park or retrieve a parked vehicle anywhere
in a parking facility.
F. Consumption
or utilization of any tobacco- or nicotine-containing product.
G. Consumption
or utilization of any product containing alcohol in a concentration
greater than 0.5% by volume.
H. Consumption
or utilization of any prohibited narcotics and/or narcotics for which
an individual does not possess a prescription for from a New Jersey
licensed physician.
No person shall distribute or cause to be distributed
within the Village, except through the United States Mail, to any
person upon any public highway or place or to any house, place or
vehicle any commercial advertising matter or article, unless the same
has been previously ordered by the person in possession of the house,
place or vehicle to which the same shall be distributed; provided
however, that this section shall not prohibit the distribution of
announcements or advertising accompanying the delivery of goods purchased,
but this exception is not to include advertising matter accompanying
or enclosed with newspapers, magazines or periodicals ordered.
