No person shall kindle or maintain any rubbish fire or authorize any such fire to be kindled or maintained on or in any public or private place or property within the corporate limits of this municipality.
No person shall kindle or maintain any fire for the purpose of clearing land of grass or other vegetation or authorize any such fire to be kindled or maintained within the corporate limits of this municipality.
A. 
No person shall kindle or maintain any outdoor fire except a barbeque fire, a fire for the cooking of food or a ceremonial bonfire and then only in a fireplace or other fireproof container or fire pit and shall not locate the same near or adjacent to any flammable material or structures so as to cause a fire hazard.
B. 
Ceremonial bonfires shall be by permit only in approved areas located:
(1) 
On the campus of the State University College of Arts and Science at Potsdam.
(2) 
The Hill and downtown campuses of Clarkson University.
(3) 
The campus of Potsdam Central School.
(4) 
Property owned by the Village of Potsdam.
C. 
A permit must be issued by the Village of Potsdam for any ceremonial bonfire and will contain the signature of the party responsible, the representative of the school, college or municipality, the Chief of the Potsdam Volunteer Fire Department or his designee and the Village Administrator.
D. 
A fee of $5 will be charged for all permits for ceremonial bonfires.
E. 
The permit will be properly filed with the Village Clerk 10 days prior to the event.
F. 
Only two permits will be issued each calendar year for each of the four designated areas listed in Subsection B above.
G. 
A member of the Potsdam Volunteer Fire Department shall be present at all permitted ceremonial bonfires.
The Chief of the Fire Department may prohibit any or all outdoor fires when atmospheric or local circumstances make such fires hazardous.
